The Code of Administrative Offenses can be supplemented with an article on harassment. According to Izvestia, the corresponding bill was prepared by the State Duma deputy from "Fair Russia" Oleg Nilov.

For undesirable behavior, sexual harassment, courtship, sexual claims in a hidden or explicit form, the document provides for liability in the form of an administrative fine in the amount of 30 to 50 thousand rubles. For a repeated offense, a fine is proposed to increase to 80-100 thousand. In case of harassment by a foreigner, the culprit will be forced to pay a fine of 30 to 50 thousand rubles with subsequent expulsion outside Russia.

The author of the bill believes that the appearance of such responsibility will remove psychological stress from women due to harassment both from street strangers and from the authorities.

“Even if a woman is called a word“ B ”, a punishment will follow. But, of course, the fact will need to be proved - to write a statement or give witnesses - and the punishment will follow. Women will be easier for women,” the deputy said. “Including guests from different regions are not shy about to offer women their sexual services directly. If it is a citizen of another country, they will be deported without fail,” he added.

Today in Russian law there is no concept of "sexual harassment." For the first time, the phrase “sexual harassment” arose in the right in 1974, when the case of an assistant to a doctor was considered in one of the American courts, who, due to harassment of the boss, was forced to leave the work. In 1986, the US Supreme Court recognized sexual harassment in the form of discrimination.
