The Federal Antimonopoly Service (FAS) has extended the review of Donskoy Kamen's application for the acquisition of 75% minus 2 shares of First Non-Metallic Company OJSC by two months, the service's website reports. Donskoy Kamen is the largest producer of crushed stone in the Rostov Region by revenue (see table).

The board of directors of Russian Railways decided to sell the controlling stake in Pervaya Nerudnaya in December 2013; the initial (minimum) price for the stake is 4.857 billion rubles. The buyer will be determined at an open tender, which will be held on April 22; applications are accepted until April 3, Russian Railways reported. The monopoly will keep the blocking stake. VTB 24 is the organizer of the auction.

One of the contenders for the package may be the National Non-Metallic Company of Yuri Zhukov, one of the founders of the PIK Group. The FAS also extended the consideration of the NNC's petition by two months.

According to Rosstat, 225 million cubic meters of non-metallic materials were produced in Russia in 2013.

In 2012, the First Non-Metallic Company produced 11.8 million cubic meters of non-metallic materials - according to Indexbox data for 2012, it is the largest Russian producer, with the National Non-Metallic Company in 2nd place.

Donskoy Kamen produces crushed stone and sand at two plants, its website reports. "They recently acquired the second plant in the Krasnosulinsky District of the region; they have been operating in the market for a long time," says an engineer at one of the neighboring enterprises. He explains the participation of Russian Railways in the tender by its interest in the branch of Pervaya Nerudnaya, the Krasnosulinsky Crushed Stone Plant. However, he does not see any assets at Donskoy Kamen that would provide a sufficient loan to purchase the stake.

It was not possible to find the general director of Donskoy Kamen, Dmitry Korotkov, in the office.

According to Indexbox forecast, crushed stone consumption in Russia will grow by 4-6% annually on average. Over two years, the average price of crushed stone in the Russian Federation has decreased by 1.6%, but in the Southern Federal District it has grown by 1.2%, and in the Rostov Region - by 6.2%, Indexbox notes.
