Economic amnesty can extend

The question of possible mechanisms for extending the economic amnesty declared by the State Duma in July 2013 is discussed with the Supreme Court. This was reported by RIA "Novosti" with reference to the business ombudsman Boris Titov. According to him, at present, prosecutors, investigators and judges are interpreting the State Duma decision in such a way that only managed to repay the damage until the end of 2013.

Compensation of damage was one of the conditions of the amnesty. “Now we are discussing this issue, first of all, with the Supreme Court about what to go,” Tyotv noted. “You can decide this in two ways: either to extend the amnesty, and they will be obliged to further take the damage; or give appropriate explanations to judges and investigators, so that they take damage without extending amnesty.”

On February 18, Titov invited the State Duma to extend the validity of the economic amnesty for another six months. Earlier, he stated that about a thousand people could go out on an amnesty in 2014. However, the State Duma Committee on civil, criminal, arbitration and procedural legislation did not support the initiative of Titov.

According to the business ombudsman, more than 2300 people fell under the economic amnesty declared by the State Duma in July 2013. The validity of the amnesty ended in early January this year. However, due to the retraining by the courts of criminal cases, the amnesty will actually last in 2014.

On December 30, the press service of the FSIN reported that 495 people were released from the institutions of the department . The FSIN emphasized that these numbers do not include liberated "along the line of other departments."

According to the FSIN, 55 people who were serving a sentence in correctional institutions were released. 370 people registered in criminal-executive inspections are also exempted from further serving the sentence. In addition, the bodies of inquiry, investigation and court released 69 people who were in investigative insulators and one person contained under house arrest.

As of December 23, 1552 people fell under the economic amnesty, reported on the official website of Titov. In addition to the FSIN, the business ombudsman was also presented by the Ministry of Internal Affairs, the FSB and the TFR.

State Duma deputies adopted a decision on the economic amnesty on July 2. The document is exempted from punishment of imprisonment - regardless of the appointed period - first convicted or involved under 27 articles of the Criminal Code related to entrepreneurial activities. To use the amnesty, the suspect or the accused must return the property or compensate the loss to the victims.

At the end of May, President Vladimir Putin did not approve the proposed version of the amnesty , calling it raw. The author of the idea of ​​an amnesty of Titov, finalizing the project, reduced the list of falling for liberation eight times. As a result, no more than 13,600 people, and not 110 thousand, as expected earlier, could count on the exit from the colony. However, from this abbreviated list, according to Titov, not everyone should have been released. “We assess that up to 10 thousand people can be released,” the Ombudsman said.
