
The head of the Russian Railways Vladimir Yakunin proposes to create a Trans emurery development belt (TPR) in Russia - a zone of advanced development based on modern technologies, RIA Novosti reports. The implementation of the project will require several trillions of dollars.
The report presented by Yakunin on the Presidium of the Russian Academy of Sciences was prepared jointly with academician Gennady Osipov and rector of Moscow State University Viktor Sadovnichi on the basis of the Institute of Social and Political Research of the Russian Academy of Sciences. The purpose of the project is to unite the economies and cultures of the Euro -Asian continent, Yakunin said. The project involves large -scale construction of the transport arteries throughout Russia, the development of infrastructure, and the involvement of labor resources from Asia in the Trans -Urals and the Far East. According to the authors of the project, it will reorient the economy from the "Western" type, which "is divorced from spiritual and moral goals and values."
Yakunin and the co -authors of the project believe that the West imposes on Russia alien to it - the development of the economy for the sake of increasing quantitative indicators. At the same time, Russia loses the spiritual and moral platform and its inherent values and landmarks. The TPR project should help Russia rethink its role in the world space and become an "integrator on the Euro -Asian continent", performing the functions of the civilizational center.
Speaking with a report, Yakunin recalled that Russia throughout its history has constantly implemented large -scale projects. He cited the adoption of Christianity, the conquest of Siberia, the GOELRO plan (the plan of electrification of the Soviet Union), the USSR Space Programs and the Olympics in Sochi. According to him, it is precisely such projects that determine the country's position in the world arena, and Russia needs to implement ambitious plans for this scale.
President of the Russian Academy of Sciences Vladimir Fortov said that the Russian Academy of Sciences will support the initiative not only from pragmatic interests, but also "essentially."
On February 25, Vedomosti reported that Russian Railways intends to ask the government for an additional 16 billion rubles for the modernization of BAM and the Trans -Siberian Railway. The need for additional funds in Russian Railways is explained by the error made in the preparation of an investment program for the development of Siberian highways. Then the corporation did not take into account the export supplies of coal from the Kuzbass deposits.
In accordance with the program agreed by the government in 2013, it is planned to spend 562 billion rubles on BAM and the Trans -Siberian Railway. As expected, due to these investments, the bandwidth of the highways by 2020 will be increased by 55 million tons per year.
At the same time, more than half of the funds - 302 billion - the Russian Railways themselves must invest in the implementation of the project; The remaining 260 billion falls on state funds, including from the National Welfare Fund.
Meanwhile, at the end of January it became known that Russian Railways increased the cost of the project more than half - up to 1.25 billion rubles. The corporation explained such a step just by the fact that the approved version of the program was compiled taking into account the cargo flow only from the deposits of the Far East, while the new version was also taken into account by the freight traffic from the Kuzbass mines.
According to the new version of the program, its implementation is planned to be carried out in two stages. At the first stage, the corporation will need to invest 609 billion rubles, on the second - 640 billion. At the same time, the second stage implies, among other things, the reconstruction of the Komsomolsk-on-Amur section-the Soviet Harbor and the construction of the new Severomui tunnel. These projects, according to Russian Railways, will require additional study.
