The Presidential Administration approved the return of Russia's transfer and winter time

The practice of transferring hours twice a year in the winter and returns to Russia to the summer: the Kremlin approved this initiative, said Sergey Kalashnikov, the author of the bill head of the State Duma Committee on Health.

“We received a positive conclusion on the bill from the main legal administration of the president. Tomorrow will be a meeting of the committee, we will recommend that we accept it in the first reading. We will ask the Council of the Duma to put it on April 15,” RIA Novosti quotes.

According to Kalashnikov, the review of the bill from the Government of the Russian Federation did not enter the State Duma. Despite this, the deputy of Interfax assured, “since the presidential administration approved the draft law,” he will be adopted.

The winter time in Russia was canceled in 2011 at the initiative of Dmitry Medvedev , who then held the president of the country. As a result, Russia lives on a constant summer time, ahead of astronomical time for two hours. Now Medvedev is headed by the government, which slows down with a review of the bill.

By the way, the current prime minister, canceling the winter time in 2011, explained the decision by the fact that the Russians themselves repeatedly asked him to cancel the translation of the watch. Then he explained that the daylight day will last, and people will get rid of stress and diseases associated with adaptation to seasonal hours of watch. Then, with the return to the Kremlin of Vladimir Putin, the Medvedev innovation quickly lost its relevance. And Kalashnikov, fighting for the return of winter time, also explains this with concern for the health of compatriots.

The current - the fourth in a row - the bill on the return of the winter time was submitted to the State Duma on January 20. But only after the completion of the Olympics in Sochi, the State Duma began to consider this issue, and on February 27 the Council of the Lower Chamber sent a bill for study to committees and faction, as well as the president and government, to the Public Chamber and the subjects of the Federation.

The author of the initiative to transfer watches to the winter time expressed confidence that the law would definitely be adopted - the amendments to it will be approved as a whole, perhaps even until the end of the spring session - and will enter into force this year. Kalashnikov noted that the law recorded the date of its entry into force - October 26, 2014 at 2 hours 00 minutes. Currently, he said, reviews from the regions are already receiving the committee. “All reviews are positive,” the deputy emphasized, under whose bill 87 Kalashnikov colleagues put their signatures.
