The Kyrgyz parliament elected Djoomart Otorbaev to the post of Prime Minister on Thursday. He became the only candidate nominated by the new majority coalition, which included three factions: the Social Democratic Party of Kyrgyzstan (SDPK), the Ata-Meken and Ar-Namys parties. Djoomart Otorbaev was born on August 18, 1955 in the capital of the Kyrgyz SSR Frunze (Bishkek). Married, has four children. In 1978 he graduated with honors from Leningrad State University, and in 1981 he completed postgraduate studies at the Physics Institute of the USSR Academy of Sciences in Moscow. From 2001 to 2005, he was the special representative of the President of Kyrgyzstan for assistance to Afghanistan and Deputy Prime Minister for economic issues. In 2011, he was appointed Deputy Prime Minister for Economics and Investment. Since September 2012 he worked as First Deputy Prime Minister.

Only the candidacy of the first deputy prime minister caused debate in parliament. Taiyrbek Sarpashev was nominated for this position. The discussion of his candidacy at a meeting of the majority coalition almost escalated into a mass fight between deputies from the ruling SDPK. “It got to the point that one of the deputies of our faction began to allow himself offensive and obscene language towards women and even tried to get into a fight with me,” complained Irina Karamushkina, a deputy from the SDPK faction.

And deputy Daniyar Terbishaliev demanded that business-related ministers be removed from the government and informed his colleagues that the Gradient company, controlled by Mr. Sarpashev, had won about 100 government tenders worth 500 million soms (more than $10 million) over the past three years. Otherwise, the deputy sneered, the government should be renamed “the government of the Gradient company.”

Kyrgyz experts do not rule out that a personnel conflict in parliament could become a harbinger of mass unrest. The national opposition movement has already announced that on April 10 it will hold protest rallies in Bishkek and all regional centers. “Protectionism and relying only on SDPK members in personnel policy can lead to irreparable consequences,” warned one of the opposition leaders Ravshan Zheenbekov. He said that the opposition movement will seek to create a government of people's trust.

Opposition leaders assured that the rallies would be peaceful. “We are not going to seize power, but we believe that the government should voluntarily resign, because it does not inspire confidence among the population and is not capable of leading the country out of the crisis,” co-chairman of the National Opposition Movement, ex-deputy Kamchibek Tashiev, told Kommersant. And Mambetzhunus Abylov, who was elected commandant of the upcoming rally in Bishkek, said that they conveyed to all their supporters the main requirement - to come to the protest without weapons.
