Born in 1963 in the city of Saransk, Republic of Mordovia.

He graduated from the Mordovian Order of Peoples' Friendship State University named after N.P. Ogarev in 1985. majoring in Industrial and Civil Engineering.

Labor activity

1985 - 2000 – construction site foreman, senior construction site foreman, chief engineer, deputy director for production issues, head of the Special Works Department, deputy general director for production and technical issues of JSC Trust “MORDOVPROMSTROY”.

2000 - 2001 – General Director of Engineering and Construction Company Technotex-Kev LLC.

2001 - 2003 – First Deputy General Director of the State Unitary Enterprise for Development of the Moscow Region.

2003 - 2008 – First Deputy, Deputy Minister of Construction of the Moscow Region.

2008 - 2009 – Minister of Housing and Communal Services of the Government of the Moscow Region.

2009 - 2012 – Deputy Chairman of the Government of the Moscow Region.

On May 22, 2012, by order of the Mayor of Moscow 365-RM, the head of the Department for the Development of New Territories was appointed.
