"The matter is in people!" - Such posters were hung with the entire Moscow metro. Citizens do not know: the case is different - the campaign for the elections to the Moscow City Duma began, although no one has yet announced it. A certain movement “My Moscow” is being prepared on June 8 to hold primaries among candidates for deputies of the capital's legislative power

What is it about
The movement "My Moscow" appeared in March - to hold "Folk primaries" before the elections to the Moscow City Duma. The initiators were a number of famous people, deputies of the State Duma and members of the Public Chamber of Moscow. The essence of the idea: elections in mid -September, August is assigned to campaign - the time when Muscovites take leave and go to the country. As a result, the voter does not receive information about the elections, and candidates lose their votes. Members of the Public Chamber found a solution - let politicians begin to communicate with the population now.
The organizers reject from the Moscow authorities. The New Times correspondent directly asked Konstantin Remchukov, the editor -in -chief of the independent newspaper, a member of the Public Chamber of the capital (he entered the mayor’s list) and one of the founders of My Moscow: Mayor Sergei Sobyanin supported the initiative? The answer was: "Not yet."
But several sources of The New Times both in the Moscow City Duma and the presidential administration directly said: the project is certainly pro -government. And it is supervised by Anastasia Rakova, head of the apparatus of the mayor of Moscow. A source in the administration, on the terms of anonymity, said that June primaries have several tasks: firstly, to attract the population to participate in the elections so that in September there is no shameful appearance, and secondly, to select strong candidates who deserve further support of the authorities. “It is clear that the opposition expects to declare after the September elections that everything was dishonest and bring people to the streets,” the source says. - So that this does not happen, you need to do everything as honestly as possible. And such primaries are a good rehearsal. ” In the Moscow City Duma, this initiative is treated with skepticism. They say that it is not under the record that three quarters of the current composition will run for, and some deputies even ask their voters to send letters to the Moscow government asking him to preserve the chair for their beloved chosen one. They also say that on April 3, the chairman of the Central Election Commission Vladimir Churov came to the Moscow City Duma. “Deputies consider this a good sign,” says a source in the Moscow City Duma. “And these primaries are needed, just to draw attention to the elections.”
How it works
The Moscow Public Chamber was formed on the eve of the election of the Moscow Mayor in 2013 on the initiative of Sergei Sobyanin, recalls Grigory Melkonets, deputy executive director of the Voice Association, which may be observed for primaries. It was the chamber that then organized the public headquarters on video surveillance. This provided an additional level of trust in the voting results. Probably, now she faces the same tasks.
“It is clear that the project was prepared in advance,” says Melkonian. - Almost immediately after members of the Public Chamber declared their initiative, billboards appeared, the site opened. In a few weeks, such things are not done. ”
Where does "my Moscow" have money for the primaries? This story is expensive: the plots on the Moscow 24 channel, billboards in the subway, certificates are distributed to the candidates, and by June in Moscow they promise to create 500 plots for voting in 45 districts. Answer: The organizers announced a fundraiser, hung an account number on the site. In less than a week (by April 3) it was possible to collect 5 million rubles. It is known that one million personally donated Mikhail Kuzovlev, the chairman of the Public Chamber of Moscow and he is also the president of the board of the Bank of Moscow. The rest of the donors? Not known. The organizing committee promises to publish all reports later. “Last year, the Public Headquarters of CCTV was organized on budget funds that Sobyanin allocated,” says Melkonian. “And this campaign is likely to finance a specially appointed business.”

As for the procedures, a candidate before May 15 can become any Russian over 21 and registered in Moscow: you need to fill out a questionnaire on the site, and then come with a passport to the office of my Moscow. To become a voter is also simple - just fill out a special form on the site.
How will the acquaintance with the candidates take place? According to Remchukov, “My Moscow” would like to get platforms for the debate, as well as the time in radio and television. But this is only in the project. So while the candidates have everything that has is a certificate of a participant who should remove questions from the district authorities when agitation begins.
Candidates for candidates
Almost half of party members among candidates are already almost half: thirteen of United Russia, five from the LDPR, three from just Russia, two from the Communist Party, one from the “homeland”, “Yabloko” and “Alliance of Green and Social Democrats”.
The “Party of Progress” by Alexei Navalny and the RPR - Parnassus still think whether to take part in this.
One of those who nominated their candidacy for the primaries is Alexander Lawadin from the Green Alliance. Lawdyrin is 29 years old, by education, a lawyer is headed by NIS Consulting, which provides services in the field of land and property relations. Since 2004, he is a municipal deputy of the Voikovsky district. The party has a difficult situation: one of the co -chairs and the main sponsor of the party, banker Gleb Fetisov, from February 28 is sitting in a pre -trial detention center. He is suspected of fraud as part of an investigation into a criminal case of bankruptcy of LLC My Bank.
"I understand everything about these primaries!" - said Gorodyrin as if the correspondent of The New Times tried to blame him with his questions. He also said that he considers it necessary to use any opportunities to struggle for the Moscow City Duma. If it is possible to simply campaign among the inhabitants of their area and in the neighboring ones is already good. The laminated card of the candidate was already issued to him. It says: “He is a registered candidate to participate in the elections of candidates for deputies of the Moscow City Duma of the VI convocation.”
“I understand that the primaries can be dishonest. But on the other hand, it was not for that that they were so ill with Navalny in the mayor’s elections in order to simply rewrite the current Moscow City Duma deputies to the new composition, ”the candidate argues. “In power is not idiots,” Goroserin is sure. “They have a large set of personalities, and now they in reality want to understand who can collect what. And, perhaps, to us, perceive candidates, it will be possible to demonstrate the best results. ”
Oleg Mitvol, the former prefect of the Northern Administrative District of Moscow and the co-chair of the Green Alliance, does not share Optimism: “To participate in the elections of candidates for candidates is some kind of corps de ballet. Moreover, I, for example, already know who the authorities will promote in real elections in September in my district. For example, in Khoroshevsky district, this is the director of school No. 1409 Irina Ilicheva. ” Mitvol does not exclude that a number of winners of the primaries will then be part of the Moscow City Duma, but this, he is sure, will be no accident.
Wise with experience
About a third of all who registered are people under fifty and older. There are simply “pensioners” and “unemployed”, but there are those whom the team “nominated”.
66-year-old Valery Telichenko told The New Times that he received information about the primaries from the prefecture of the North-Eastern Administrative District. “Our university has good ties with the leadership of the prefecture,” Telichenko explains. “Until December, I was the rector of the Moscow State Construction University (MGSU. - The New Times), but my authority ended, they chose a new rector, young, and I was approved as the president.” This position, according to Telichenko himself, allows "to have other types of work." The university nominated it on the primaries, because construction is one of the most promising areas of business in Moscow.

48-year-old Andrey Shibaev is another person from the "team". For more than ten years, he is a deputy of the municipality of Novokosino. Before starting the conversation, I played the New Times from the correspondent for a long time, who she is and why she is interested in the topic. Which is not surprising: Shibaev took part in the hostilities in Afghanistan, he was awarded the medal "For Military Merit", now-a member of the Council of the Organization of Afghan Veterans "Debt". Veterans were put forward to the primaries.
“To promote initiatives at the district level is not always possible, as you understand,” Schibaev says dryly. “I thought that, having such extensive experience, I can try myself in these elections - candidates for candidates.” Shibaev also remembered that he was prompted by the collection of humanitarian aid for the Crimea, which he organized with combat comrades pushed him to participate in the elections. He took the collected products and medicines to Simferopol personally and handed over to the Council of Afghan soldiers of the Republic of Crimea. They were very grateful, and Shibaev, inspired by these events, decided to go to city politics. So, there seems to be a candidate for veterans too.
Young green
Another third of those who have already registered are young people under thirty. Among them are a member of the Moscow Public Chamber, 27-year-old Alexander Shumsky, founder of the Moscow Center for Troubles-Probok.net project. The opposition environment claims that the Kremlin project, and Shumsky himself is almost a n webora. The noise belonging to the now non -nonsense moves. True, in 2011, the Moscow Center for the Truste of Traffic Caps held a series of joint events with the movement “ours”, but this does not mean anything.
The New Times Shumsky said that he was invited by the organizers of the primaries from the Public Chamber, but who specifically does not remember. The voters will go with such a program: “I will have three main topics: transport, migration, housing and communal services.” He, for example, wants to “hardly control” migration.
Why does he need a Moscow City Duma? Explains: Probok.net had projects to improve the transport situation in Moscow, and each time everything rested on officials. “I no longer want to go to people who make decisions, and ask when it is possible to take everything into their own hands,” says Shumsky.
The 23-year-old Sergey Chernykh from Zelenograd, which operates in the company LLC Reflax (it produces lighting products) wants about the same. His interests lie in two directions: firstly, he has initiatives related to energy conservation (he did not really specify which ones), and secondly in sports. Black himself is fond of swimming and Kerling. At one time, he collaborated with the Kerling Federation in Russia and by personal experience realized that everything in government agencies was arranged incorrectly: coaches are fighting among themselves, dividing places, good athletes pushing, money allocated to non -conductive projects. I am sure that he knows how to fix it all. I read about the primaries of the Blacks in the newspaper Metro on the way to work, on the same day I registered. As he understood, after a visit to the organizing committee, those candidates who break into the leaders will also support the “My Moscow” movement in the September elections - for example, will help collect voter signatures. Is it so? Remchukov said that there are no conversations about further forms of cooperation, but this is discussed: “Maybe such talents will be revealed that will need our further help.” And a source in the presidential administration noted that although the rating of United Russia is now in the wake of patriotism and has grown up, but no one knows again, no one knows, so it is necessary to look for promising people without waiting for the start of the campaign.
