
Gazprom and Transneft entered the market of virtual mobile operators. The corresponding licenses (Mobile Virtual Network Operator, MVNO) issued Roskomnadzor to Gazprom Telecom and Sigma Telecom affiliated with Transneft. The newspaper "Kommersant" writes about this on April 10.
MVNO-License implies that the company implements cellular services under its brand, but using the infrastructure of another mobile operator. The publication reported that they work with Gazprom Telecom and Sigma Telecom according to an agent scheme related to Pre-MVNO. According to a similar scheme, the company is still working with Vimpelcom; The Megafon refused to comment.
The PRE-MVNO scheme assumes that the company purchases a SIM card with certain tariff plans from a SIM operator, and then sells them to the end users. However, according to the sources of the newspaper, in this case it will be difficult to implement additional services to MVNO companies.
To date, Roskomnadzor has already issued more than 120 licenses to virtual cellular operators. At the same time, the Big Troika operators are not yet ready to allow independent players to their networks: so far the only company operating in the MVNO scales is the Scartel (Yota brand) using the MegaFon network.
