The deputies accused Mikhail Gorbachev of creating the USSR State Council, which, in their opinion, was not provided for by the Soviet Constitution as an authority and did not have the authority to recognize the independence of the three Baltic republics - Latvia, Lithuania and Estonia. Thus, according to the deputies, Gorbachev led the USSR to collapse.
From the point of view of history, such an accusation against the first president of the USSR is not normal. It is abnormal from any other point of view too. The initiators of the request - deputies from United Russia, the Communist Party of the Russian Federation and the Liberal Democratic Party - are looking for political dividends, and it is possible that they will find them, given the realities of our lives. This has nothing to do with the restoration of historical justice, even indirectly. With the same success, you can dig and blame someone for the collapse of the country now or start a dispute over the collapse of the Russian Empire in 1917. Based on the legal realities of that time, Ivan III can be sued for refusing to pay tribute to the Golden Horde in 1480. I think from a legal point of view he was wrong.

However, the possibilities for criminal prosecution of anyone in such a matter are very wide. The activist deputies are lucky that Mikhail Sergeevich Gorbachev is still alive. He is in advanced years, so they decided to plant him. Their logic is simple: well, you can’t let a person walk free, you need to put someone in jail, blame someone and at the same time increase your rating a little. It is especially funny that among the initiators of this crazy request to the Prosecutor General's Office there are respected deputies from the Communist Party faction. Their ideological and political predecessors and the fathers of the party at one time brought the Soviet Union to the handle for several decades. But now they want to blame Mikhail Sergeevich Gorbachev for this.
It is quite possible that the deputies will find understanding in the Prosecutor General's Office - they want to annoy Gorbachev, because they hate him. If Boris Nikolayevich Yeltsin were still alive, he would also get it. But Gorbachev is alive, so they did not miss the opportunity to annoy him. And at the same time once again demonstrate their loyalty to the authorities, because Putin has repeatedly spoken negatively about the collapse of the USSR.
