In Taganrog, Rostov region, traffic lights have been turned off throughout the city, and traffic controllers are now monitoring traffic. Energy workers explained the shutdown by the city's debts for electricity and threatened to turn off the water supply if the mayor's office did not immediately pay off these debts. “Novye Izvestia” points to a political background: the multimillion-dollar debt arose under the previous mayor, but it will have to be paid by the current mayor, Vladimir Prasolov, who won the elections against the will of the regional authorities.

According to Energosbyt Rostovenergo OJSC, Taganrog's debt to power engineers is 300 million rubles, and the authorities owe another 100 million to Vodokanal.

Mayor Prasolov called the regional administration's claims "unfounded" and promised to prove it. According to him, the city regularly transferred its part of payments for the maintenance of traffic lights (27%), and “the rest, according to the existing procedure, should have been transferred to the regional budget, but was not transferred.”

Vladimir Prasolov ran in the elections on March 4, 2012 from A Just Russia, and the governor of the Rostov region Vasily Golubev then openly supported his rival, United Russia member Nikolai Fedyanin, who was running for a third term.
