Young people will be allowed to museums for free

On Tuesday, April 15, the State Duma adopted a law giving all minors, as well as students and graduate students the right to free visit Russian museums.

The bill on free visiting museums last fall was submitted to the State Duma by a group of deputies of United Russia, headed by the chairman of the Culture Committee Stanislav Govorukhin, RIA Novosti reports. In December, he was adopted in the first reading, after which his refinement was refined for the second reading.

As a result, lawmakers established that persons who have not reached the age of 18 are guaranteed the right to free visit to museums once a month. In addition, persons studying in the main professional educational programs are granted the right to free visit to state and municipal museums at least once a month. At the same time, the procedure for free visits to museums will establish an executive body authorized by the Government of the Russian Federation.

As the legislators explained when discussing the bill, after the new law “On Education” entered into force on September 1, 2013, university students lost the right to freely visit state and municipal museums. “In this law, we expand the categories of citizens who are granted such a right. Not only university students, but also studying residences, assistants and graduate schools will be able to use it, ”commented the deputy chairman of the Duma Committee on Culture, one of the authors of the bill Ekaterina Kuzmicheva.

She explained that the state takes the obligation at least once a month to provide students with the right to free passing to municipal museums. At the same time, museums will be able to declare the days of free visit to all citizens or for any certain categories.
