Imagine an unauthorized rally, the participants of which forced the legal governor to resign, then, running in the requirements of law enforcement officers, choose a new leader, after which they force the deputy corps to approve him. Two months ago, many in Crimea would say that this is impossible, but this is how Alexei Chaly became a “people's mayor” in the Ukrainian city of Russian Glory. It was only more unrealistic that the script was that the mayor, who came to power in the wake of popular enthusiasm, will leave the post immediately after the city under its beginning will replace citizenship.
However, another detail is striking: the “folk” mayor, chosen not even by the democratic, but rather oclocratic way, it turns out, a convinced fan of empires, for “only a large country can be truly independent”.
If there is a category of “informal” politicians, then Alexei Chaly could well fight for the championship in it with Evgeny Roizman. Chaly was born in Sevastopol in a family of military and scientists. Father is a designer of electrical appliances, mother is a candidate of sciences, associate professor of the Instrument-Building Institute, grandfather-Vice Admiral, who commanded the squadron of the Black Sea Fleet in Khrushchev times. Chaly went on the parental path, became a doctor of technical sciences. After the defense, he headed the laboratory of switching drugs at the local institute. In the 90s he founded the company Tavrida Electric (TE)-was engaged in the development of intellectual current switches. As a result, the company grew up in the holding: more than three thousand employees, branches in several dozen cities in the world, shipment of products in 70 countries. On March 17, Alexei Chaly was included in the EU sanctions list, April 11 in a similar list of the United States. Nevertheless, his company continues to work in all countries except Estonia. Consciously unconfirmed data, the work of the holding is now led by the management company from Switzerland, and Chally managed to sell the control package of the holding co -owners of the holding even before the announcement of the sanctions. According to Forbes, the holding’s profit in 2012 amounted to $ 300 million. The personal condition of the chalogo, as the knowledgeable people in Sevastopol assure, “no less than a tenth of this amount”. And maybe more, given that the owner of the Sevastopol NTS television channel is also considering, and controls local Internet portals-outpost and Sevastopol.info.
And at the same time - extreme non -publicity. The chalogo interview can be counted on the fingers, and after being elected to the position, he completely avoided meetings with the press, promising to give answers “at one time”. It is difficult to say whether it has come now: in any case, Sevastopol journalists still did not have time to ask him about anything from what they wanted to know. Even little is known about his family, except that he is married and raises two children.
Quiet sponsor
Its biography is an exception against the other triumph of the Crimean Spring. So, the new acting The Governor of Crimea Sergei Aksyonov in the 90s was engaged in a business related to leasing space. The head of the Peninsula parliament Vladimir Konstantinov is the director of the largest CONSOUSE CONSOUSE CONSOLE. Both in Crimean politics are spelled out for many years. And Chaly was remembered by the fact that at his own expense he created in Sevastopol the memorial complex “35th coastal battery”, for the entrance to which they did not take money. And in 2009, he sponsored the creation of the Historical Telecycle Sevastopol Stories.
Chaly was one of the few people on the peninsula, who did not monetize his pro -Russian, but on the contrary, paid for it from his own pocket. Both Aksyonov and Konstantinov at different times publicly emphasized their loyalty to Kyiv. At a few meetings with journalists, Chaly said that the Ukrainian future of Sevastopol does not inspire him with any optimism.
The fact remains: now the former acting Governor Sevastopol (this administrative unit, in addition to the city itself, includes Balaklava, Inkerman and a dozen of the villages) was clearly knocked out of the general pro -Russian personnel bench of the peninsula.

The official version of the chalogo resignation in his homeland overgrown with “semi -official” and unofficial. According to the first, Chally was not going to become a politician, and having become them by the will of circumstances, he did not want to become the “head of sewer pipes and housing and communal services”-nevertheless, the position of the head of the agency of strategic development untouches his hands and more advantageous in the image plan.
“He has money, a business, too, he earned a place in history, he’s used to living the way ... Yes, even in Moscow, they say: they say that the head of such an agency is like a deputy prime minister, you supervise everything and do not answer for anything personally,” one of the well-known chalogo people noted in a conversation on the terms of anonymity.
There is another rumor: Chaly allegedly “caught a star” - did not take the phone, neglected meetings with officials, which he was not forgiven in Moscow.
“Alexei Mikhailovich is not a politician, perhaps, a business executive, but absolutely not a politician,” says the ex-city of Sevastopol, local deputy Ivan Ermakov. According to him, Chaly had serious punctures in the frames: “By what principle he gathered people around him is incomprehensible. And in Moscow they quickly realized it ... "
Another version: Chaly realized that the “commander of the rest of the Crimea” Aksyonov completely outplayed him. “Aksyonov under the nose of Chalian transferred the agricultural inspectorate under the jurisdiction of Crimea, which previously gave Sevastopol million profits. It is possible that the motives of the personnel rotation are somewhere at the crossroads of versions. But those who look primarily at where Alexei Chaly left where they completely lose sight of where he left. And in vain.
The curator of the military -industrial complex?
Before Russia's colonization in the 18th century, the peninsula was a kind of communication hub in the Northern Black Sea region-here the “wild field” was exchanged by goods with Mediterranean civilization. After 1783, Crimea became a bridgehead in the eternal desire of Moscow for the straits: the Black Sea Fleet, the naval base, and later-the strategy of an unsinkable aircraft carrier. In the XIX century, the healing list was added to the list of Crimean functions: the same Livadia Romanov was bought from the fact that the wife of Emperor Alexander II was sick with tuberculosis. In the 20th century, industrialization of the region went. In the 70s, agriculture also appeared on a large scale: the North Crimean Canal, completed in 1971, gave Dnieper water for watering. As a result, by 1991 there were three and a half hundred enterprises in Crimea. Almost all of these growth points are lost today.
Communication hub is hardly possible in the conditions of a controversial legal status of the territory.
Even if you imagine that today's resorters will be able to persuade not to go to Turkey, but to Crimea, this will not become a panacea for the local budget. In past years, up to 5 million spa resort (70% from Ukraine) came to the peninsula, but direct revenues from the industry occupied only about 8% in the structure of the Crimean budget.
The industry and agriculture of Crimea can be restored, but years will take this. In the 90s, the Crimean authorities prohibited the privatization of state property of populism. As a result, everything that could produce and bear fruit, in the absence of working capital simply rotted, people retired, and investors invested in state farms-millionaires of the Odessa and Nikolaev regions (it is now there-grocery brands known throughout the countries). The huge proportion of those means that vacationers spent in Crimea went to other regions - manufacturers of food, drinks, napkins, souvenirs, etc. The situation with the factories is also aggravated by the fact that if you build factories from scratch, then they need staff, and only one technical university remained in Crimea - and that in Sevastopol. If you carry engineers from other regions of the country, then they need to buy apartments.

The only area that lives outside of economic logic is the military -industrial complex. In the Soviet years, Crimea was one of the most militarized regions of the country. In the 80s, only the number of the Black Sea Fleet approached 140 thousand people. Add here a dozen military airfields, space communication facilities, flight management station, air defense systems and the army corps. The largest enterprises in the field of military instrumentation were located in Sevastopol, Evpatoria, Simferopol, Feodosia. Military shipbuilding and ship repair - in Sevastopol, Feodosia and Kerch. Today, the military cluster is also destroyed, but its restoration does not depend on the market conditions. They can not harm any local isolationism or global Autarchy. Perhaps, on the contrary, they will benefit. It is possible that in Moscow they decided: the Crimean Technocrat, the “imperialist” Chaly-the optimal candidate for the post of the curator of the regional military-industrial complex.
It is clear that in the parafia of Chalogo as the rakor of the Crimean Augius stables, not the entire peninsula, but only Sevastopol, includes. But this does not relieve sharpness and the scale of problems. In recent years, the city is in a crisis: there are almost no jobs, low salaries, young people are going to work in a neighboring Simferopol. Trade replaced industry, and the contribution of the Black Sea Fleet to the Commercial Budget of the city at the level of 12%.
Devastation in the heads
Actually, Putin successfully joked about the “Chalian revolutionary”: changing the Crimea peninsula is really a revolution. Crimea is the region where everyone wants changes and at the same time is desperately afraid of them. The peninsula is in vain in vain pro -Russian - more honestly to call it pro -Soviet. This happens with any isolated enclave - it freezes at the point of history at which a fracture occurred. For Crimea it was 1991.
So the main challenge for chalogo is not in the front, but in the heads. On the peninsula, weaned to see the world in its diversity, got used to the monochrome division into “strangers” and “their own”, having built a deeply echelonated defensive tactics of nostalgia for Soviet times. With such an attitude to life, it is difficult to claim the creation of anything competitive and modern.
Although, on the other hand, the attachment of the peninsula has changed so much in Russia itself, which perhaps, just from the Crimea, nothing to change in its attitude to reality and will not have to be changed ...
