HRC criticized the laws on the regulation of the Internet

Today, April 21, according to the results of the meeting of the Presidential Council for the Development of Civil Society and Human Rights (STC), its members said that the initiatives of the State Duma deputies in the field of Internet regulation do not comply with the current rule of law.

In addition to the members of the HRC, at today's meeting was the Commissioner for Human Rights in the Russian Federation Ella Pamfilova, the heads of several blocked Internet media, representatives of the Ministry of Internal Affairs, the Internet industry, the journalistic and expert community, the website of the HRC informs.

“Instead of freedom of speech, Russia receives freedom of censorship. Strengthening control on the Internet is growing on an increase in the growing, the number of requests for resource blocking is growing exponentially, business prefers to register domains abroad, and the Internet industry is close to a recession, ” the Echo Moscow radio station reports.

According to the member of the HRC, Ivan Zasursky, the situation in Ukraine only spurred the lawmakers in their desire to limit freedom on the network. Such actions lead to the fact that the population loses the usual sources of information. At the same time, people stop trusting official data. The radicalization of society occurs, this threatens to destroy the existing regime, Zasursky is sure.

The Executive Director of the Association of Internet publishers Vladimir Kharitonov agrees with him: deputies can do this either by their ignorance, or in a state of altered consciousness, or in an attempt to intimidate the population. At the same time, noted by the editor -in -chief of the “Daily Journal” Alexander Ryklin, Roskomnadzor and the prosecutor’s office in its actions are much further than the provisions of the already adopted laws: for example, Ryklin’s publication was blocked more than a month ago, but there is still no answer about the reasons for the access restrictions.

The last initiative of the State Duma is the bloggers law, according to which the authors will have to register as the media if more than 3,000 people visit their pages. The head of the HRC Mikhail Fedotov believes that the document is contrary to the law on the media, since the registration of the media is optional, and blogs are required.

The head of the Human Rights Association "Agora" Pavel Chikov intends to appeal to the Constitutional Court. He hopes that the complaint will be filed with the support of the Commissioner for Human Rights Ella Pamfilova. Chikov is also sure that it is necessary to file several dozen complaints about blocking to local courts. With proper legal support, these processes can be won.

Neither State Duma deputies nor representatives from the Ministry of Communications and Roskomnadzor could give explanations on the issues posed. They ignored the invitation and did not come to a meeting of the HRC.
