
The Institute for the Election of the Mayors of Large Cities can be preserved, the Vedomosti reports . This provision is contained in the amendments to the law on local self-government, prepared by the Institute of Social, Economic and Political Studies close to the Kremlin.
In accordance with the amendments of the ISEPI, when the cities transferred to the two -level municipal management system, it is proposed to hold a referendum on the transition to intracity self -government at the level of existing areas or public hearings on a change in the district charter. According to the authors of the proposal, this will force governors to look for consensus with residents and city elites. Experts also propose clearly to register in the law the criteria of cities in which reform can be carried out. In addition, it is proposed to change the approach to the norm of the representative office of deputies (delegates) at the level of district meetings.
On March 12, a bill was submitted to the State Duma, whichcancels direct elections of mayors in large cities . The reform will affect 67 cities in which there is a division into areas. Of these, 56 are regional centers. In other cities, direct elections of mayors will remain. April 15, the bill passed the first reading.
According to amendments, the mayors will be appointed from among the deputies of city parliaments. Such mayors will also automatically become the chairmen of parliament. The position of the city manager will be preserved. The composition of the city parliament, in turn, will be formed from the district authorities.

In municipal areas, it is proposed to establish the only way to form representative bodies - from the heads of settlements that are part of the municipal district, and from representatives of the deputy corps of settlements. The head of the municipal district and speaker will be elected deputies from their composition, and the head of the local administration will be appointed to the position under the contract. In rural settlements, the possibility of the exercise of the head of the local administration is provided for the head of the municipality.
The parliament of the urban district with intracity division will be formed from the composition of the representative bodies of districts with an equal norm of representation, independent of the population of the district.
