According to ITAR-TASS , the new law introduces the rules for popular bloggers and obliges social networks, search engines and forums for six months to store information left by users.
The chairman of the State Duma Committee on Information Policy, Information Technologies and Communications Alexei Mitrofanov and one of the authors of the amendments, the chairman of the Duma Committee on Security and Countering Corruption Irina Yarovaya emphasized that bloggers are not equal to the media-their rights and obligations are regulated in different ways.
The law creates a register of bloggers, it will be carried out by Roskomnadzor, which will also monitor and determine the amount of users per day. If the daily attendance of the blog in three months is less than 3,000 people, then it is excluded from the registry - either at the request of the author, or automatically, but six months later.
Bloggers will be required to place their last name and initials, email address. If it is impossible to identify the personality of the blogger, Roskomnadzor will require data from the provider. The failure to provide information will be punished with a fine of 10 thousand to 300 thousand rubles. A repeated offense during the year increases the fine by almost double.
Bloggers will not be possible to use the site or its pages “in order to commit criminally punished acts, to disclose the information constituting a state or other secret protected by law, to disseminate materials containing public calls to carry out terrorist activities or publicly justifying terrorism, other extremist materials, as well as materials that promote pornography, cultural culture and cultural culture and violence culture and violence and culture of violence and violence. cruelty, and materials containing obscene abuse. "
The authors of popular blogs will also be obliged to “check the reliability of information before its placement and immediately delete in case of inaccuracy; prevent the dissemination of information about the private life of a citizen; To comply with the prohibitions and restrictions provided for by the legislation on elections and referendum ”(for example, not to be agitated on the eve of the voting day).
At the same time, the blogger “has the right to freely search, receive, transmit and disseminate information; To express personal judgments and assessments indicating your name or pseudonym, to distribute advertising on a reimbursable basis in accordance with the Law "On Advertising". " At the same time, "abuse of the right to disseminate public information entails criminal, administrative or other liability in accordance with the legislation of the Russian Federation."
