Artur Nikolaevich Chilingarov is a famous polar explorer. He has repeatedly conquered the Arctic and Antarctic. Once again he bravely fights the natural elements in the ice of the North Pole [1]. However, Chilingarov the scientist still cannot earn the prefix “presenter”. He participated three times in the Russian Government grant competition for state support of scientific research conducted under the guidance of leading scientists... or, simply put, in the mega-grant competition. For the fourth time, his application was not allowed to participate in the competition, having been rejected according to formal criteria [2].
What pitfalls prevent Doctor of Geographical Sciences, Corresponding Member of the Russian Academy of Sciences Artur Nikolaevich Chilingarov from conquering this element? Perhaps the almost complete absence of scientific publications in journals indexed by WoS? [3] Or is someone deliberately putting a spoke in the wheels of research into the Russian north? Perhaps we will soon get an answer to this question.
The Russian Science Foundation announced a competition for the creation of new scientific laboratories [4]. Laboratories will not be created anyhow, but only in four priority areas, one of which is “comprehensive scientific research of the Arctic zone” [6].
True, this time too the requirement for the laboratory director to have publications may turn out to be an insurmountable obstacle. We will watch and support with all our hearts.
