Founder Mail.ru Group: Russia may lose an Internet industry

Excessive regulation of the Internet, on which the state insists in the "anti -terrorist package" of bills, can lead to serious problems in the industry. This is stated in the previous press service of the group of the founder of Mail.Ru Group Dmitry Grishin, RBC reports .

In recent years, Russia has become one of the few countries in the world where local Internet projects occupy leading places in e-mail, social networks, games, search, Grishin notes. He explains this by the fact that Internet companies have not been under tough regulation for a long time.

However, the industry may die if the Internet companies have to coordinate their developments with state bodies, Grishin believes .

On Tuesday, the State Duma in the third reading adopted a law obliging bloggers with a daily audience of more than three thousand users to comply with a number of requirements. In particular, such bloggers will be obliged, like the media, to verify the reliability of publicly available information, not to disseminate information about the private life of a citizen in violation of civil law, to observe prohibitions and restrictions on the electoral law and indicate age -related restrictions for users.

The law also introduces the concept of "the organizer of the dissemination of information on the Internet." He will be considered the one who ensures the functioning of information systems and programs used for receiving, transmitting, delivering and processing electronic messages.

The document obliges the organizer of the dissemination of information to notify Roskomnadzor of the beginning of his activity. In addition, the organizer of the dissemination of information is obliged to store and provide in Roskomnadzor data on the facts of receiving, transmitting, delivery and processing of vocational, written text, images, sounds or other electronic messages.

The organizers of the dissemination of information should also ensure compliance with the requirements for equipment and software and hardware, which are provided for the implementation of operational-search activities and measures to ensure security by competent state bodies.

For violation of all these requirements, the law provides for fines. They are also introduced for the obstruction of the operation of Internet resources, including website of government agencies.

In the second reading, the amendments were adopted on April 18. The amendment project was introduced in early April Alexei Mitrofanov, Andrey Lugovoi and Vadim Money.

The "anti -terrorist" package was introduced to the State Duma on January 15. Its authors were deputies of all four Duma factions - Unicorn Irina Yarovka, communist Oleg Denisenko, Zhirinovets Lugovoi and Levin's reference. Forters were prepared in close cooperation with law enforcement agencies. On February 28, the package passed the first reading.
