The Ministry of Internal Affairs reduces the states to find billions of rubles to create a police in Crimea

The Ministry of Internal Affairs of the Russian Federation faced with an acute lack of funds to create its structures in the Crimea annexed to Russia. This requires billions of rubles, and President Vladimir Putin has so far allocated only a fifth of the required amount. As a result, the police management began a large -scale reduction in their states in other Russian regions.

In Crimea and Sevastopol there should be 15,500 police officers and 3,600 internal troops. Such figures were brought on Tuesday at a meeting of the State Duma on the security of the Deputy Minister of the Interior Arkady Gostev. Financing for 3,000 employees was found by decision of Vladimir Putin, writes the newspaper Vedomosti with reference to deputy Alexander Khinshtein. Where to take the rest of the funds is not yet clear.

According to the source of the newspaper in the central apparatus of the Ministry of Internal Affairs, now the number of Crimean police does not exceed 12,000 people. It is planned to increase it, as well as double the salary to law enforcement officers, which will require an additional 10 billion rubles a year. In addition, in the Crimean police there were no many units available in the Russian police: the inquiry department, the management of operational-search information and others.

The exact amount of the budget deficit of the Ministry of Internal Affairs is classified in the text of the state program “Ensuring public order and counteracting crime”, approved by the government in January and adjusted in mid -April after the accession to the Russian Federation of new territories.

It is known that the state program provides for a significant reduction in financing of the entire Russian police in 2014-2020 (by 68.2 billion rubles in the first three years and by 568.4 billion rubles in 2017-2020). This will lead to new dismissals of employees and the "crash of the organizational structure" are confident in the Ministry of Internal Affairs. For example, law enforcement officials have not yet been indexed by salary.

Only for the open part of the state program, the budget deficit of the Ministry of Internal Affairs is 7.4 trillion rubles (23%), and the situation is even more alarming in the closed part, the deputy Khinshtein assures.

Under the cargo of Crimea, the economy of Russia "goes to the peak"

The problems of financing state bodies in the Crimea were superimposed on a difficult general situation in the Russian economy, which is predicted by the recession this year. The Ministry of Finance also predicts a sharp acceleration of price growth in the coming months and undergoing a Russian budget of 100 billion rubles according to the results of 2014, RBC reports.

According to the calculations of the Director of the Department of Long-term Strategic Planning of the Ministry of Finance Maxim Oreshkin, prices will reach peak in May-June and will be 7.5%. The official explained the acceleration of inflation with an increase in prices in annual calculus for dairy products by 17.5%, for cheese by 22.4%, for eggs by 14.7%.

Maxim Oreshkin also noted that the outflow of capital from Russia at the end of the year is unlikely to exceed $ 80 billion.
