In the State Duma, the third final reading was held on the introduction of responsibility for the rehabilitation of Nazism. Earlier, one of the authors of the document, a member of United Russia, Irina Yarovaya called on the deputies not to pull with the consideration of the bill in order to have time to adopt it until May 9. Apparently, the colleagues listened to Yarova.
“For” the document was voted by 432 deputies, according to the State Duma website . The text of the bill can be found in the same place ( in DOC format ).
According to deputies, the Criminal Code of the Russian Federation should be replenished with the article “Rehabilitation of Nazism” with this wording: “Denial of the facts established by the verdict of the International Military Tribunal for the Court and the punishment of the main military criminals of the European axis countries, the approval of the crimes established by the specified sentence, as well as the spread of knowingly false information about the activities of the USSR during the Second World War, connected with the charge of the charge of the charge of the charge of the charge committing crimes established by the specified sentence, committed publicly. "
For a public justification of Nazism, they will be fines up to 300 thousand rubles or deprivation of liberty up to three years. In case of violation of the law on the inadmissibility of the rehabilitation of Nazism using an official position or the media, the punishment will be tightened: up to 500 thousand of a fine or up to five years in prison.
The law also provides for criminal liability until five years in prison for desecrating the days of military glory and commemorative dates of Russia related to the Great Patriotic War.
Commenting on the bill, which was submitted to the State Duma back in 2009 , Yarovaya noted: it is based on compliance with the principles of the "main and only international legal act that evaluated the results of World War II - the verdict of the Nyurnberg Tribunal." “It has no statute of limitations and its results are not subject to revision. The conclusions of the Nuremberg Tribunal are based on evidence that are not subject to interpretation, are not subject to revision,” Yarovaya was convinced.
The adoption of this law previously concerned journalists who noted that the wording of the document was too vague .
At first, two bills were proposed to the lower house of parliament at once. Vice Speaker Sergey Zheleznyak proposed intensifying the discussion in order to punish the Swamp Bomond for doubts in the feat of the USSR in the Great Patriotic War. “No one has the right to question the feat of our people and the memory of millions of those killed in the war,” he said under the impression of read in blogs.
Then, Yarovaya took up the clarification of the editorial office of the bill. The reason for this was the scandal around the publication of the famous politician, the director of the humanitarian projects "RUSNANO" Leonid Goman, in which he compared the Soviet military counterintelligence Smersh with the Nazi SS divisions.
The activities aimed at the speedy adoption of the bill were resumed against the backdrop of the pursuit of the Rain television channel for an incorrect survey of the blockade of Leningrad and the criticism of the publication of the leading Echo of Moscow, Viktor Shenderovich in the blog on the radio station, in which the author criticizes the Olympics in Sochi, recalling the 1936 games in fascist Germany.
Apparently, the deputies expect that on May 9, 2014, as before, many opinions about the Second World and World War II will be published on the network and the media. For example, on this day, designer Artemy Lebedev’s posts usually do not differ in respecting. The authorities paid attention to the dislike of the top blogger for Victory Day - even the proposal to “dump” Lebedev’s studio, which painted the current map of the Moscow metro , from city projects for his opinion about May 9.
