“I would like to decipher what “owner of a site or page” means, but there is no decoding. And this means that a blogger is any person and any organization that has registered any site (I repeat: on the entire World Wide Web!), and this site must be visited per day at least 3,000 people.

I would like to especially emphasize: there should not be 3,000 visits to the site, but precisely 3,000 individuals. How are they going to collect these statistics? In any case, the White House and the office of the British Queen clearly fall under the concept of "blogger". The law makes no difference between “bloggers” living in the Russian Federation and abroad, between “bloggers” who speak Russian and those who do not, between “bloggers” who have resources in the “ru” zone and everyone else.”
