The Government of the Russian Federation approved 34 state programs in the amount of 80 trillion rubles

The Government of the Russian Federation approved 34 state programs in the new version with amendments to the presidential instructions on May 7, 2012, the total amount of their financing for several years exceeds 80 trillion rubles, the press service of the Cabinet of Ministers reports.

Vladimir Putin, having occupied the presidential post in May 2012, signed a number of decrees on economic and social policy, healthcare, education and science, to provide citizens with affordable housing and improving the quality of housing and communal services.

The state programs included 55 indicators contained in the "May decrees". In addition, the state program includes 88 additional indicators ensuring the achievement of the purpose of the presidential decrees, ”the statements of state programs said in accordance with the Presidential Policy Policy Budget Epistle in 2014-2016.

Financing the Caucasus Development Program was reduced by 13%

So, from the government’s decree it follows that financing the state development program of the North Caucasus until 2020 was reduced by 13% to 204.7 billion rubles. The state development program of the Caucasus until 2025 was approved by the government at the end of 2012. The amount of financing is 2.5 trillion rubles, 90% of these funds falls on extrabudgetary sources of financing. In 2013-2020, it was planned to allocate about 235 billion rubles from the federal budget of the Russian Federation, RIA Novosti reports.

The volume of financial support of the state program was adjusted taking into account the budget message of the President of Russia on budget policy in 2014-2016, the document says. Natalya Platonova, representative of the Presidential President of the Russian Federation in the North Caucasus Federal District, said that she did not know anything. “Today, no one will comment on you this, let's try to deal with this issue after we see the relevant documents,” Platonova said.

149 billion will be spent on regional policy

The Prime Minister of the Russian Federation Dmitry Medvedev signed a resolution on the approval of the new edition of the State Program "Regional Policy and Federal Relations", the government press service said.

The program is aimed at "stimulating state authorities of the constituent entities of the Federation and local governments to build up the economic potential of territories, improving federal relations and local self -government, improving the quality of life of the indigenous peoples of the North, Siberia and the Far East, stimulating the voluntary resettlement of compatriots to a permanent place of residence in the Russian Federation strengthening the unity of the multinational people of Russia," noted in the Russian press service.

As ITAR-TASS reports, the implementation of the state program is 2013-2020. The total volume of budget allocations of the federal budget is 149.16 billion rubles.

168.4 billion rubles were allocated for an affordable environment for disabled people

The government also approved the state program "Available Environment" until 2015, ITAR-TASS reports.

The main goals of the program are “the formation of the conditions of unhindered access to priority objects and services in the priority areas of the life of people with disabilities and other low-mobility groups of the population; improving the mechanism for providing services in the field of rehabilitation and the state system of medical and social examination,” the government noted.

The responsible executor of the state program is the Ministry of Labor of Russia. The state program includes two subprograms: "Ensuring the availability of priority objects and services in the priority areas of the life of disabled people and other low-mobility groups of the population" and "improving the mechanism for the provision of rehabilitation services and the state system of medical and social examination."

The amount of financial support for the implementation of the state program at the expense of the federal budget for the period from 2011 to 2015 is 168.4 billion rubles, the press service said.

The budget of the state program for the development of education - 4 trillion rubles

Dmitry Medvedev signed a resolution on the approval of the State Program "Development of Education", the press service of the government reports.

The program ensures the implementation of instructions of President Vladimir Putin of May 7, 2012. It includes the support of universities of the Far Eastern Federal District and the Baikal region, the North Caucasus Federal District, as well as the subjects of the Federation of the Far Eastern Federal District and the Baikal region, the North Caucasus Federal District in terms of co-financing of the modernization of regional education systems, ITAR-TASS reports.

The resource support of the state program is about 4 trillion rubles, including 418.9 billion rubles for 2014. As part of the implementation of the state program, it is planned, among other things, to improve the results of Russian schoolchildren based on the results of international comparative studies of the quality of general education, to increase the "attractiveness of the pedagogical profession and the level of qualification of teaching staff", to provide the needs of the Russian economy in personnel. Also, for the purpose of the program, the lack of queues for enrolling children in kindergartens is called.

Financing the state development program for industry increased by 4 times

Medvedev also signed a resolution on the approval of the State Program of the Russian Federation "Development of industry and increasing its competitiveness," ITAR-TASS reports.

The volume of financing of the state program until 2020 at the expense of the federal budget will amount to 1.06 trillion rubles, the accompanying documents for the decision said.

The volume of financing of the current state industry development program is 240.77 billion rubles. Thus, the state financing of the program will increase by 4 times. The state program includes 21 subprograms.
