Vladimir Putin signed the law on the creation of the national payment card system. This was reported by RIA Novosti with reference to the Kremlin press service. In accordance with the document, the Law "On the National Payment System" includes a new chapter - "National Payment Card System".

Now, the operators of the payment system and payment infrastructure services, settlement centers, as well as participants in the payment system are deprived of the right to unilaterally refuse the services necessary for transfers. Along with this, the requirements for the work of payment systems having a calculation-changing centers abroad are significantly tightened. In particular, from July 1, foreign payment systems are obliged to publicly transfer to a special account to the Bank of Russia interim contributions in the amount of 25 percent of average daily turnover.

The initiator of the development of the law was Putin himself. On April 3, he instructed the government and the Central Bank in a month to make all the necessary decisions to create a national payment system. On April 25, the law was adopted by the State Duma , and on April 29 - approved by the Federation Council.

Putin expressed the idea of ​​creating the national payment cards system after March 20, the United States imposed sanctions against Russia Bank . After that,Visa and MasterCard ceased to conduct operations of customers of the Rossiya Bank, SMP Bank, as well as their subsidiaries - Sobinbank and investkalbank. A few days later, the restrictions were left only for the Russian Bank. However, at the end of April , Visa again blocked operations on cards of the SMP Bank and Investkalbank.
