Search for a mat on the network will be automated

Roskomnadzor began testing the automatic monitoring system of Internet media, which should earn before the end of 2014. Now the employees of the department in manual mode are viewing about five thousand media sites.

According to Izvestia, the official representative of Roskomnadzor Vadim Ampelonsky, the program is actively finalized, Roskomnadzor experts make up a list of keywords for her.

First, only a search for texts and images will be made, but subsequently the program will be able to work with audio and video. The full cost of the system is estimated at 25 million rubles.

In the spring of 2013, a law was adopted prohibiting obscene abuse in the media. In Art. 4 of the Law “On Mass Media”, the provision appeared that the media cannot be used to spread materials containing obscene abuse. At the same time, the Code of Administrative Offenses introduced a clause on punishment for violation of this rule - a fine of 20 to 200 thousand rubles with confiscation of the subject of an administrative offense.

In this case, the date of writing the article does not matter. According to Ampelonsky, the main thing is that readers could not - even by chance - to stumble in the media on a text containing obscene abuse. If during the year the online publication receives two warnings about the deletion of such texts, Roskomnadzor may apply to the court with a demand to withdraw the media license.

By the end of last year, Roskomnadzor, after consulting the Russian Language Institute of the Russian Academy of Sciences, formed a list of four obscene words, the use of which in the media is prohibited: it is “an obscene designation of the male genital organ, obscene designation of the female genital organ, an obscene designation of the process of copulation and the obscene designation of a woman of dissolving behavior, as well as all linguistic units formed from these words”.
