
On the upcoming September 14, the Unified Voting Day will be elected 14 regional legislative assemblies and 19 governors. Three more governors will be appointed as a result of voting in parliament. Given that in Russia, in Russia, recently 85 regions, the question of the head of the executive branch is in a quarter of them.
Many elections will be held at the planned time, preparation has long been going on. Thus, the term of powers of the presidency of Dmitry Medvedev Governors of the Kirov Region Nikita Belykh and the Republic of Komi Vyacheslav Gaizer expires.
However, the unusual of the upcoming election campaign is that several governors decided to resolve their powers ahead of schedule in order to go to the polls in 2014, without waiting for the end of their authority. Considering that the deadline for the appointment of elections is June 16, the heads of the regions still have a whole month in order to decide on the holding of early elections in the region. It is possible that several regional leaders will still take this opportunity.
Of the 19 election campaigns, eight are officially early. On September 27, 2013, the Governor of the Stavropol Territory Valery Zereyenkov retired - he headed the region for a little more than a year, but he could not understand the conflicts of the elites, to establish relations with the population and plenipotentiary in the district.
On October 16, the governor of the Ivanovo region Mikhail Men resigned ahead of schedule. He, unlike the Stavropol colleague, went to increase and now holds the post of Federal Minister of Construction and Housing and Public Utilities.
A completely different story with the Governor of the Chelyabinsk Region Mikhail Yurevich - on January 15, he wrote a statement about the reservation of his powers after the ONF published a report in which the head of the region criticized for excessive costs for his own security when cutting the social articles of the regional budget.
A similar report was prepared about the governor of the Volgograd region Sergey Bozhenov. He could not get along with the local elites and was dismissed by the president on April 2.
The heads of the Kurgan and Novosibirsk regions were also resigned, and early elections were outlined in these regions on September 14.
After the head of state for 8 months for one reason or another dismissed six governors, another trend appeared. In less than three weeks, they voluntarily resigned, asked the president of permission to nominate their posts again (according to the law, the head of the region can participate in the election campaign only secured by the consent of the heads of the state), received approval and remained in the posts of temporarily acting heads of the regions of the Three Governor.
The first to take such a step was the head of Yakutia Yegor Borisov. He resigned on April 25, although his term of office ended in June 2015.
On May 5, the head of the Murmansk region Marina Kovtun resigned. She became the governor only in 2012 and could calmly occupy her chair until April 2017.
On May 6, the head of Kalmykia, Alexei Orlov, heading the republic since 2010, after his colleagues also submitted a resignation statement with a request to give permission to participate in the election campaign.
In general, it is clear why the governors are going to early elections-this thought is so shallow that it was even voiced by the chairman of the Central Election Commission Vladimir Churov: “There is no need to be a political scientist to understand that they want to use a positive socio-economic conjunction in a number of subjects. There is a practice all over the world - to go to early elections with a successful position. ”
Churov noted that he also plays the role of approaching parliamentary and presidential elections, which will be held in 2016 and 2018, respectively. “Potential candidates prefer to hold an election campaign, without connecting it with the campaign for the choice of deputies of the State Duma of the Seventh convocation, coming in 2016,” said Churov.
Indeed, the socio-economic situation of the Russian regions leaves much to be desired and in the near future it can become even more deplorable. The implementation of the “May decrees” of Vladimir Putin to go to the regional budgets, and the benefit from them, if it appears, is not soon.
Despite the numerous warnings of the federal government, the debts of the regions continue to grow - since the beginning of the year, the amount of debts of all subjects has grown by almost a quarter of trillion rubles, if this problem cannot cope in the near future, then the regional authorities will lose control of the situation and will be forced to declare themselves bankrupt, or will only remain to count on the help of the federal center.
The only surprise of the resignation of the last weeks is how late they have occurred. Modern Russian legislation, recall, obliges to hold the elections of governors on a single voting day, which in Russia occurs on the second Sunday of September. Even if the governor is dismissed in October, the elections take place in a year, and all this time the region is headed by the temporarily acting governor.
Such legislation helps the authorities better prepares for the elections - the president can appoint the candidate he needs in advance, thus giving him a significant head start in the election campaign. This opportunity, for example, was now used by the Governor of the Moscow Region Andrei Vorobyov - he became the acting on November 8, 2012, and the elections took place only after 11 months, September 8, 2013.
Now the Kremlin, it seems, is ready not to use such a strategy, offering their candidates to dive into the election campaign with almost no preparation. In the Murmansk region, Kalmykia and the Komi Republic, the current chapters will be elected, but the final decision on this was made less than six months before the elections. In other key regions, the Novosibirsk and Volgograd regions, acting governors were appointed less than six months before the elections and entered the election struggle without having time to get used to regional levers of management.
