Simultaneously with the Donetsk, a referendum on the status of the region was held in the Luhansk region. There, according to the local CEC, more than 90 percent of the referendum participants voted for the department from Ukraine. The actual turnout also remained unknown. The authorities of Ukraine consider referendums in Donetsk and Lugansk illegitimate, and their organizers are called "terrorists." Moscow also did not recognize the Donetsk and Lugansk republics by independent states, but the Kremlin expressed "respect for the will of the population of the Donetsk and Lugansk regions."
