During the meeting, the separatist leaders partially approved the composition of the government and chose the Prime Minister. For a long time, Borodai worked as a representative of the Marshal Capital investment fund Konstantin Malofeev, Vedomosti clarify with reference to people familiar with them. Malofeev confirmed this information, adding that Borodai was never listed in the state of Marshal, but only consulted it. The Prime Minister of the DPR has its own consulting agency "Sociomaster", as well as other clients, Malofeev noted.
It is also known that during a crisis in Crimea, Borodai worked as an adviser to the Prime Minister of Crimea Sergei Aksenov. In mid -April, Boroday's voice was identified on the record of interception of negotiations on a cell phone near Slavyansk, Donetsk Region, published by the Security Service of Ukraine (SBU) on April 14. Alexander Semenov was elected "Deputy Prime Minister in Economics", Alexander Kalyusky was elected. “Given the current situation, we cannot wait for the fall, so the temporary executive bodies are already formed now. Soon they should begin to fulfill their duties,” said Andrei Purgin, one of the freshly assembled ministers.
The role of the temporary legislative body in the DPR, according to Purgin, "is fulfilled by the Supreme Council formed from 150 representatives of various settlements and regions of the region." It should be noted that the current composition of the deputies of the “Supreme Council” and members of the “Cabinet of Ministers” hope to fulfill their duties up to the popular republican elections, the holding of which is scheduled for September 14.

We add that before the appointment of the "ministers" of the DPR, the text of the "constitution" of the self -proclaimed republic was published. In Article 2, the Russian and Ukrainian languages are proclaimed by state, the article guarantees the “principle of the variety of cultures” in the DPR, as well as their “equal development and mutual enrichment”.

"Pensions in the Donetsk region are funded by 65%, social payments by 98%, but there are problems with the delivery of money, we will transport it on armored cars, on armored personnel carriers," said Lyudmila Denisova Minister of Social Policy.
In the Luhansk region, according to Denisova, social payments are funded by 68%. “Now there are no problems with payments and receiving funds there,” the minister added.
