The funds of the Stroykompleks pension fund were placed in the Lights of Moscow bank, which was deprived of its license on May 16. Employees of two management companies and the head of a non-state pension fund from the top 20 told Vedomosti about this. A person close to the regulator confirmed this information.

“We are talking about small amounts, this loss does not pose a threat to the stability of the NPF,” he assures, without specifying the size of the losses or whose money it was - corporate pensions (reserves) or funded pensions of Russians.

"Moscow Lights" has never been included in the list of banks on whose deposits pension savings can be placed. The bank's assets were in the tail of the second hundred; the Central Bank repeatedly applied restrictions to it. The bank’s license was revoked because it “carried out a high-risk credit policy associated with the placement of funds in low-quality assets,” the Central Bank indicated. The president and chairman of the board of directors of Lights of Moscow was Maria Roslyak, the daughter of the former first vice-mayor of Moscow Yuri Roslyak. A month before the license was revoked from Lights of Moscow, she left the bank’s shareholders (owned 8.03%).

NPF Stroykompleks also has connections with some officials of the Moscow government during the time of Yuri Luzhkov. The founders of the fund, according to the Unified State Register of Legal Entities, are the Moscow Department of Urban Development, Glavmosstroy, Mosremstroy and other companies in the construction and energy complex of Moscow. The NPF Council is headed by Evgeniy Sklyarov, in 2006-2013. Head of the Moscow Fuel and Energy Department. Sklyarov is considered on the market to be the main owner of Stroykompleks, the fund’s counterparties and competitors told Vedomosti.

The fund is small - it ranks 45th in terms of savings (2.4 billion rubles), its reserves are only 900 million rubles.

Stroykompleks could have lost more than 10% of all its assets in Lights of Moscow - settlement accounts of both the fund itself and one of its managers were opened there, says one of the NPF’s counterparties.

A representative of the Central Bank declined to comment; Sklyarov and a representative of the NPF Stroykompleks did not respond to requests from Vedomosti. The Deposit Insurance Agency is currently only compiling a register and does not have the powers of a bankruptcy trustee, so it does not have the relevant information, says a representative of the DIA.

This is not the first time that a non-state pension fund has lost funds in a bankrupt bank. In March, it became known that NPF Industrialny placed pension money in Investbank using the same scheme - through current accounts; after the bankruptcy of the bank, the fund lost about 400 million rubles. savings.

“The regulator has established strict requirements for banks on whose deposits pension savings can be placed, while there are practically no restrictions on current and brokerage accounts,” says Alexander Baranov, deputy general director of Pallada Asset Management. In January, the Central Bank itself admitted this problem and announced that it would close this loophole. “We are preparing regulations that will limit the ability of pension funds to hold funds in correspondent accounts with banks that have low ratings,” First Deputy Chairman of the Central Bank Sergei Shvetsov said in February. This hasn't been done yet, but the wait won't be long. According to a representative of the Central Bank, a draft corresponding instruction has been developed and is now being registered with the Ministry of Justice.
