Mikhail Kosenko, who was found guilty of participating in the mass riots that allegedly took place on Bolotnaya Square, and of using violence against a representative of the authorities, dangerous to life and health, was sent by court order for compulsory treatment to psychiatric hospital No. 5 in the village of Troitskoye. By order of the investigation, specialists from the Serbsky State Scientific Center for Social and Forensic Psychiatry drew up a conclusion on Kosenko's mental state. On the basis of this conclusion, the court, finding Kosenko guilty, decided to send him for compulsory treatment "up to keeping him in a closed psychiatric hospital." Meanwhile, the head of the Independent Psychiatric Association of Russia, Yuri Savenko, criticized the conclusion of the specialists of the Serbsky Center. Last week , it was reported that Savenko proposed to Ella Pamfilova, Commissioner for Human Rights, to organize a group of independent experts from various organizations to conduct a new, early examination of Kosenko. Earlier, specialists from the Serbsky Center stated that examination of Kosenko was possible only six months after he was placed in a hospital, that is, not earlier than the end of October. Now, according to The New Times, Yuri Kaganovich, deputy head physician for medical affairs, says that Kosenko does not pose a public danger and "can go home, live normally, work, get married." According to him, the medical council sent its opinion to the Chekhov city court, attaching a letter from lawyer Dmitry Ayvazyan to it with a request "to submit Kosenko to the commission on changing the medical measure from inpatient to outpatient treatment." Kaganovich said that court hearings on this issue could take place in June or July. He also told the publication that Ella Pamfilova had already called him about Kosenko.
