Russian President Vladimir Putin arrived on May 29 in Astana, where he would take part in a meeting of the Supreme Eurasian Economic Council (VES) - the main body of the Customs Union and the Unified Economic Space of Russia, Belarus and Kazakhstan. According to the results of the meeting, it is expected to be signed an agreement on the creation of the Eurasian Economic Union.
The signing of the EAEU agreement, which will be held on Thursday in Astana, will become the central event of the year for Russia, Belarus and Kazakhstan. This was announced last week by President Vladimir Putin, speaking at the St. Petersburg International Economic Forum.
The president the day before signed an order to sign the Treaty on the Eurasian Economic Union, according to the official portal of legal information. "To consider it appropriate to sign an agreement provided for by this order at a meeting of the Higher Eurasian Economic Council at the level of heads of state," the said.
The document is planned to ratify the parliaments of Russia, Belarus and Kazakhstan before the end of the year. And the Eurasian Union will fully function on January 1, 2015. A review of the most interesting articles of the Russian press on this topic is given by the website "Headings.ru" .
In addition, it is supposed to discuss the practical aspects of the functioning of the Customs Union and a single economic space. The issues of further expansion of the composition of the participants of the Eurasian economic integration, including the accession of Armenia to the Agreement on the Eurasian Economic Union and the preparation of the "road map" to adapt the legislation of the Kyrgyzstan to the regulatory framework of the Customs Union and the Unified Economic Space, will be considered.
As part of the visit, a number of documents will be signed. In particular, it is expected that Vladimir Putin will hold a bilateral meeting with the President of Kazakhstan Nursultan Nazarbayev, as a result of which a memorandum of the construction of nuclear power plants in Kazakhstan will be signed using Russian technologies.
Five years have gone to sign the EAEU agreement, but until 2025 the economic effect will be insignificant
The “Independent Gazeta” recalls that the EAEU is created on the basis of the previously existing Eurasian Economic Community (EurAsEC), which included Russia, Belarus, Kazakhstan, Kyrgyzstan and Tajikistan.
"The headquarters of the Eurasian Commission will be in Moscow, the court in Minsk, and the financial regulator in Alma -Ata," said the assistant to the Russian president Yuri Ushakov on Wednesday, whose words are quoted by Moscow Komsomolets .
Work on the contract was started back in November 2011 at the first summit of the Supreme Eurasian Economic Council. Then the presidents of the three countries adopted a declaration of Eurasian economic integration.
Three states take the obligations to guarantee the free movement of goods, services, capital and labor, to implement a coordinated policy in key sectors of the economy - energy, industry, agriculture, and transport. Thus, the formation of the largest common market in the CIS space in 170 million people, which will become a new powerful center of economic development, is completed. The transition to a single currency in the contract is not mentioned, the newspaper Vedomosti notes.
According to Ushakov, the Kremlin expects that the signing of the contract will become an important event in terms of development of integration in the Eurasian space. He completes the five -year stage of the formation of the Union, which began in 2009 with the creation of the Customs Union, explains the Minister of Trade of the EEC Andrei Slepnev.
Three countries agree to create a single market for goods and services, although it will be fully earned no earlier than 2025. By this time, it is planned to create a common financial mega -regulator. Unified gas and oil markets must also be created. Prior to this, the economic effect of creating the union will be insignificant.
Challenge to Europe
The creation of the EAEU reminds many of the Soviet Union, which broke up almost 25 years ago. However, the project initiated by Russia does not withstand such a comparison, and does not pose any threat to Europe, only the Eurasian ideology that lies in its basis, said the head of the European Department and the chief editor of the Russian editorial office of DW-World Ingo Manniefel.
In his opinion, the EAEU is the further development of numerous attempts by Russia to keep the former Soviet republics in a single economic space. However, a comparison with the USSR to the Kremlin at hand: Russians must regard the contract as another proof of the revival of the power of Russia. The population welcomes this strategy.
In parallel in the West, fears arise before the new Soviet Union. And this is also included in the Kremlin’s plans. But to consider the Eurasian Economic Union as a new CCCR would be a mistake. The experience of the existing Customs Union of these three countries shows that daily cooperation is developing extremely slowly due to economic and political disagreements, corruption and lack of information.
In addition, without Ukraine, the Eurasian Economic Union in the post -Soviet space is a stillborn economic idea. So, the expert believes, Europeans have no reason to fear the creation of a single domestic market in Russia, Belarus and Kazakhstan.
Another thing is the Eurasian ideology that underlies the Eurasian Economic Union. Her political influence is growing steadily after Putin’s presidency returned.
Until recently, Eurasianism was the lot of holy fools from politics and adherents of the theory of conspiracy. However, now the law -Popopulistic movements gaining strength in Europe with their anti -liberal, xenophobic, homophobic and anti -American slogans fit perfectly into the Eurasian ideology that is promoted in Russia. And here, and not at all in the project of the Eurasian Economic Union, there is a threat to Europe, since Eurasianism is a different concept, namely, anti -liberal and anti -American Europe, Manniefel notes.
