
President Vladimir Putin dismissed the next governors. On Friday, the head of Bashkiria and the Nizhny Novgorod region lost their posts, on Saturday - the head of the Primorsky Territory - all three of their own free will, now they will participate in the elections that will take place after 3.5 months, on a single voting day on September 14.

Rustem Khamitov, although he was born in Bashkiria, since 1999 he worked in federal structures. True, there was a period of work with a lacess federal inspector for Bashkiria, but he occupied the main posts in Moscow. By the time of his appointment, Hamitov managed to visit the head of the Federal Air Force Agency and the deputy head of RusHydro. The whole team of the former president was desperately resisted in Ufa in Ufa, several scandals were lined around him - however, much has already settled down - except for confrontation with Rakhimov and his clan, now Bashkiria is one of the quietest regions in the Volga District.
The resignation of Khamitov will almost definitely lead to his victory in the elections - there are no serious alternatives left, and the Kremlin is not eager to interfere once again in what is happening in a rather complex and wayward republic.
A completely different story with the governor of the Nizhny Novgorod region Valery Shantsev.
Political analysts as a whole well evaluate Shantsev’s position in the region. So, for example, in the last rating, the Forgo Governor of the Nizhny Novgorod region is in the first group of heads of the region with a “very high rating”, he scored 83 points out of 100 possible and is in the same position and the heads of Kuban Alexander Tkachev and the Khabarovsk Territory Vyacheslav Shplot.
At the same time, the Nizhny Novgorod region is constantly shaken by corruption scandals. In February 2014, it turned out that Oleg Sorokin, the mayor of Nizhny Novgorod, has the richest wife among all Russian officials and statesmen. Elad is Nagornaya, that’s what her name is, it earned almost 1.5 billion rubles in 2012. Earlier, the declaration of income and property of the Nizhny Novgorod mayor was not published - despite the attempts of the local prosecutor's office to achieve the publication of the document, the city Duma allowed Sorokin to submit information about income, but not to publish them. The public learned about the wealth of Nagornaya only after the declaration of her wife was published by the deputy of the State Duma Dmitry Gudkov.
Sorokin himself, judging by the declaration, earned only 153 million rubles in 2012. But his wife earned 1.35 million rubles from entrepreneurial activity, as the director of R and M LLC, 2.9 million rubles, 13.192 million rubles in bank deposits, due to securities and shares - 102.03 million rubles.
The ownership of the mayor of Nizhny New Year were: a residential building in the Vladimir region, five apartments in Nizhny and a share in dozens of non -residential premises. In Russia, Porsche Cayenne S, BMW 750 Li and Toyota Corolla, Smart for Two and Bentley Continental GTC are decorated in Russia. Nagornaya also reported on 16 deposits in Russian and foreign banks and shares in 26 firms. Also, the wife of the mayor uses 11 land plots in Nizhny Novgorod and two houses in Cannes.
Some, for example, State Duma deputy Alexander Khinshtein, directly accuse the mayor of that he simply reissued all the property to his wife and now combines entrepreneurial activity with the service of society.
In 2013, when searches were held in some firms that previously owned the mayor, and now his wife was owned, Sorokin himself came to the office and did not allow operatives to go to two rooms, saying that this was his office premises, which means that the police did not have the right to search them, since he, as the mayor, has a special status.
In the fall of 2013, another unpleasant situation occurred in the Nizhny Novgorod region: an unsuitable vice-governor was discovered in the region. The fact is that Valery Shantsev in September appointed Anton Averin, vice-governor of the region, who previously held the post of deputy governor for construction, but was resigned a month before.
The formal reason for the resignation of Averin was to reformat the government of the region-the truth is, with the new post, Averin received new areas of responsibility, in addition to construction, he began to engage in housing and communal services, transport and fuel and energy complex.
However, in the summer, Anton Averin was in the center of the scandal: he was convicted of ownership of undeclared real estate in French Cannes. When the governor resigned him, the ill-wishers hoped that Averin would leave the regional government forever-but in September the prosecutor's office said that he was still checking information and conclusions in the near future, and still appointed Averin vice-governor.
In May 2014, the Anton Averin income and property declaration was published for 2013. It turned out that he earned only 2.4 million rubles, he owned a Shorelandr car trailer, and in use under a social rental agreement - an apartment of 67.5 square meters. m. There were no traces of yachts and villas on the Mediterranean coast of France in the declaration of officials.
But Valery Shantsev is far from the only governor whose team is suspected of corruption. The problems of the governor of the Nizhny Novgorod region are more likely to make himself many enemies, including in federal structures that would be happy to defeat his September 14th elections.
Criticism of Shantsev is constantly acted by deputy Alexander Khinshtein. In 2011, he went to parliament on the lists of the Samara region, but before that he represented the Nizhny Novgorod region. In 2007, he went on the lists of United Russia, and in 2003 he won the elections in one of the single -mandate districts of the region.
Even the head of the Moscow Department of Culture, Sergei Kapkov, was read to the post of Shantsev. This is not such a crazy assumption as it seems at first glance. Firstly, Kapkov was born and lived in Nizhny Novgorod until 26 years old, and secondly, the migration of the capital's officials in Nizhny was not new: before moving to the Volga, he was a metropolitan vice mayor before moving to the Volga. In April, Kapkov even admitted that he was offered to head the Nizhny Novgorod region, but he refused.
Be that as it may, the choice of the governor of the Nizhny Novgorod region can be the most interesting of the three dozen campaigns that will be held in Russia in late summer - early autumn.
Vladimir Miklushevsky the youngest governor of all three - he took his post in 2012. 22 years of his life are connected with Misis-from the time of student to scientific, desperate and administrative work. On October 8, 2010, Vladimir Miklushevsky became the rector of the Far Eastern Federal University, and on February 28, 2012 - the temporarily acting governor of the Primorsky Territory. On March 16, at the suggestion of the President of the Russian Federation, the local parliament gives him the authority of the governor.
At a meeting with the President of Russia on May 31, after a brief story about the situation in the region, Vladimir Miklushevsky said: “... Having worked for two years by the governor of Primorye, I understand that it is impossible to continue this work without confidence in people. The confidence of the Primorye residents should be expressed. Therefore, Vladimir Vladimirovich, would ask for your permission, your support to go to the early elections of the governor in September of this year and continue if you give consent, your work. ”
Vladimir Putin, specifying how exactly the governor works in his place, he noted: “ In general, you not only got used to it, but also the results are positive. I don't mind, please. "
