The leaders of the leading world powers on Wednesday will meet within the framework of the Big Seven for the first time in 17 years without Russia - President Vladimir Putin is refused to participate in negotiations in revenge for the "annexation" of Crimea and the destructive role of Russia in the destabilization of the situation in eastern Ukraine, reports Reuters. The two -day G7 summit opens in Brussels instead of the previously planned meeting of the G8 in Sochi. Participants in the summit will discuss foreign policy, economics, trade and energy security. The last question is especially sensitive to EU countries, taking into account the fact that Moscow supplies almost a third of oil and gas to Europe.
According to informed sources, the main topics of the meeting in Brussels of the leaders of the seven countries with the participation of US President Barack Obama, who began his European tour from Poland , will be a crisis in Ukraine and relations with Russia.
While Russia will not be at the table of negotiations for the first time since the leading powers entered the club in 1997, Putin will still hold bilateral negotiations this week - with German Chancellor Angela Merkel, British Prime Minister David Cameron and France President Francois Olland.

- Agreement about new sanctions against the Russian Federation will not be G7 participants
The Russian leader will first arrive in Paris on Thursday, and then in Dovil will take part in the celebrations dedicated to the 70th anniversary of the landing of the allied forces in Normandy. Despite the tense relations of the West with Russia, it was clear that the celebration of this significant date without Russia, which played a key role in the outcome of the Second World War.
The decision to exclude Russia from the G8 was made by its other members - the USA, Germany, France, Great Britain, Canada, Japan and Italy - in March at the nuclear security summit, after Moscow announced the accession of Crimea to the Russian Federation.
Since then, the EU and the United States have introduced the entry into the western countries of high -ranking Russian officials and announced to freeze their assets, and also regularly threaten the use of economic and trade sanctions if Moscow does not cease to destabilize the situation in Ukraine.
So far, according to the West, Russia retains a significant military contingent on the border with Ukraine, despite statements about the withdrawal of troops, and provides support to pro -Russian militants in eastern Ukraine. At the same time, the fact that the elections of the President of Ukraine calmly passed throughout the country in the end of May was perceived in the West as a Moscow signal about the readiness not to escalate the crisis.
EU sources do not exclude that Moscow will compromise, allowing it, including returning to the G8. The European official, responsible for coordinating the summit, suggested that the forum may discuss the prospects for unification of developed countries - whether it will exist in the G7 format or return to the G8.
Participants of the G7 will not agree on new sanctions against the Russian Federation
As the representative of the EU foreign policy service said on Tuesday, the leaders of the seven countries intend to consider the issue of returning to the “large eight” format with the participation of Russia, ITAR-TASS reports. He confirmed that at the summit “different approaches” will be discussed to further relations with the Russian Federation. According to the diplomat, the meeting participants will also attempt to "use a new impetus created by the presidential election in Ukraine to stabilize the situation in this country."
At the same time, initiatives to return the lost positions are expected from Russia. "In order for Russia to return to the" eight ", it is expected to have proper cooperation with Ukraine and to help reduce tension in this country," the interfax source quotes. According to him, "Russia itself excluded itself from this group with self -isolation." This is Russia, he believes, must "behave in accordance with international law and within the framework of the values separated by members of the G7." “While Russia does not change its behavior, it is very difficult to imagine its return to the group,” the European source added.
Another official noted that in case of exacerbation of the situation, perhaps the EU or G7 will still have to consider further measures against Russia. In Berlin, they warned that the participants in the summit in Brussels would not agree on new sanctions against the Russian Federation. The article of the EFE agency, published by La Vanguardia , said that the day before, sources in the German government stated this. According to Inopressa , at the same time the sources admitted that Moscow "did not do what she could do." “Not a single extent will be announced,” the interlocutors assured the publication.
Recall that during the “on the fields” forum for nuclear security in the Hague on March 24-25, informal consultations of the head of the seven European states due to the fact that there is no procedure for suspension of membership in the G8, announced that they were suspended their own participation in the “eight” and reported on their intention to hold a separate meeting in Brussels in June.
In Russia, the decision was made with restraint. At the same summit in the Hague, the head of the Ministry of Foreign Affairs, Sergei Lavrov, said that Russia does not cling to G8 and does not see a big trouble if the "big eight" does not gather. The minister noted that, according to many, the “eight” has already played a role, since with the formation of “twenty” all economic and financial issues are discussed there.
The Western press doubts that Vladimir Putin is worried about the fact that Russia was excluded from among the participants in the summit in Brussels. As the observer of the German newspaper Sueddeutsche Zeitung Dencler writes with irony, when on Thursday the leaders of the Big Seven countries will be lined up for a "family photo", one person is sad for a few thousand kilometers east of Brussels, who does not take part in the event this time. "
“The name of this person is Vladimir Putin,” the journalist clarifies, and then replaces sarcasm with a serious remark that it is actually unknown whether Putin will really be angry due to the fact that he cannot come to the summit. According to Denkler, which leadsInopressa , Crimea seems to Putin much more important than the possibility of participating in the event.
It is also worth noting that Putin is most likely to be sad - there will be no time - on Thursday evening his meeting in Paris with Francois Hollande is scheduled. The President of France, according to the media, will have to have dinner twice with the Barack Obama and then with Putin, so that the two main antagonists on the Ukrainian issue, will not face face to face face. On Friday, Putin will go to Doville for celebrations on the occasion of the allied landing in Normandy, Obama will also fall there.
"The main dish" of the working dinner is Ukraine and relations with Russia
The summit on Wednesday will begin with a working dinner at which the parties will discuss foreign policy, including in relation to Russia, as well as the provision of EU assistance to Ukraine.
"Everyone knows the context of this meeting. These are dramatic events - a violation of the sovereignty and territorial integrity of Ukraine by Russia. And this is the reason why the heads of state and governments of the G7 group of G7 decided to gather in the GAAG summit (in the Hague) to gather in Brussels in the format of" Seven, "the European diplomatic source on the conditions of anonymity, whose words, told reporters on the eve of the summit, whose words. Gives Interfax .
According to the source, the first large block of the agenda will be the international one, in which Ukraine and the relationship of the G7 with Russia will prevail in the light of the Ukrainian crisis. “This will be the main dish of a working dinner. The key goal of this discussion is to summarize the latest events, in particular, the presidential election held in Ukraine, the violence that reigns in the east of the country, and the partial withdrawal of Russian troops from the Ukrainian border,” the diplomat noted. According to him, the heads of state and governments "express support to the new president of Ukraine, as well as planned economic and political reforms."
To participate in the summit, US President Barack Obama arrived in Europe, on the eve of his plane landed in Poland, where he held negotiations with the country's president Bronislav Komorovsky. Obama will come to Brussels for the second time this year-the previous trip of the American leader took place on March 25-26, when the Es-Ssha summit was held there.
To ensure the security of the visit of the American leader and the Belgium summit, temporary control on its borders, which is an exceptional measure for the European Union member, ITAR -TASS reports.
In accordance with the legislation of the EU, the temporary restoration of border control in the countries of the Schengen zone is possible in special cases when there is a threat of state security. The Belgian authorities for the first time resort to this forced extent. In the capital, increased security measures have been taken, the tightening of which is associated with a terrorist attack committed on May 24 at the Jewish Museum of Brussels, as a result of which four people were killed.
The correspondent of the "Russian News Service" in Brussels said that in the alleys of residential quarters adjacent to the buildings of the EU institutions, the police installed the barrier tanning wire wire. The organizers of the event explained that the hedgehogs are needed to protect against anti -globalists who may attempt to disrupt the summit.
The West did not change the position on the Crimea
The European source emphasized that the opinion of the EU and the G7 group regarding the "annexation" of Crimea by Russia is invariably - this is a violation of international law and all conventions. No changes in the approach to this issue are expected.
The diplomat noted that all members of the Great Seven believe that work on new measures in relation to Russia should continue in case of escalation of the conflict in Ukraine, and this position will receive support on Thursday discussing the Ukrainian crisis. At a meeting on Wednesday, it will also be about the situation in Syria, Afghanistan, Mali, the Central African Republic and North Korea.
On Thursday, two sessions of the summit will take place - in economics and trade, energy and climate, Interfax reports. The meeting will end with a working lunch that will be dedicated to development. Within the framework of a bloc on the world economy and trade, G7 leaders will focus on the prospects of global economic growth and a decrease in unemployment. We will talk about trade negotiations conducted between the G7 members, the implementation of the Bali Agreement on World Trade and on the future WTO program.
In the discussions on the economic topic on Thursday, it is expected to dominate negotiations between the EU and the USA, the EU and Canada, the EU and Japan on free trade, cooperation in the field of measures to prevent tax evasion and efforts to maintain the crisis of the world economy, reports Reuters.
In the third section of the agenda, energy and climatic changes will be discussed, including efforts to reduce carbon emissions into the atmosphere by increasing energy efficiency. The main discussions will be devoted to energy security, including in the light of the Ukrainian crisis.
It is also expected that the G7 will play the role of a leader in the fight against climatic changes and will achieve the conclusion of a global climate agreement by 2015.
At the last meeting of the summit on Thursday, the help of the West will be discussed by developing countries, including participating in the fight against diseases and vaccination programs in Africa. For each of the sections of the agenda, the final commemite is expected.
The diplomatic source did not specify who will preside the G7 summit - the head of the European Council Herman van Rompei or the chairman of the European Commission Jose Manuel Barrosa, emphasizing that this is not the main thing, and two senior officials, as always, will successfully share their tasks.
Obama will meet with Poroshenko
Before his departure to Brussels, US President Barack Obama will meet in Warsaw with the winning elections in Ukraine Petro Poroshenko. The place and time of negotiations is not reported. According to available information, the conversation will be held in the morning, ITAR-TASS reports.
In several performances in Poland, Obama has repeatedly spoke about Ukraine - in particular, that Washington intends to support Kyiv, including economically. He also spoke out to stabilize the situation in the east of the country.
He also touched the position of Russia, saying that Moscow should use its influence in order to stabilize the situation in Ukraine. "We do not want to threaten Russia. We believe that the Russian Federation has the right to its interests in connection with what is happening in the east of Ukraine, but the norms of territorial integrity should be respected," the president said.
According to the American leader, at the upcoming meeting with Poroshenko, he would like to talk about the needs of Ukraine and hear from the new president, what measures to stabilize the situation will be the most effective. "The package of the International Monetary Fund and international assistance, including ours, will be a critical point in those first months when the new government will make efforts to strengthen its position and convince skeptics that there are prospects for a better life," Obama noted.
The day before, Petro Poroshenko arrived in Warsaw at the invitation of President of Poland Bronislav Komorovsky. On Tuesday, he took part in a solemn dinner with the participation of heads of state and governments dedicated to the 25th anniversary of the first partially free elections to the Polish parliament, and late in the evening he held negotiations with Komorovsky. The meeting took place in Belvedere - the official residence of the head of the Polish state, RIA Novosti was told in the press service of the Polish leader.
According to the official representative of the Chancellery of President of Poland, Yaromir Sokolovsky, during the meeting, "prospects for resolving the Ukrainian crisis, Ukrainian-Russian conflict, as well as issues of Polish-Ukrainian cooperation, Polish support for reforms in Ukraine, including reform of local self-government."
This is not the first meeting of Komorovsky with Poroshenko lately - on May 9, the Polish leader in Warsaw talked with the then candidate for the presidency of Ukraine. Poroshenko himself called the meeting with the head of Poland "constructive and effective" and stated "about the support of the strategic Polish-Ukrainian partnership." Then Poroshenko received from Komorovsky an invitation to take part in the celebrations on June 4 in Warsaw.
As ITAR-TASS was reported to the Embassy of Ukraine in Poland, the program of Visit of Poroshenko to Europe also includes negotiations with the presidents of France, Finland and Austria Francois Holland, Sauli Niinist and Haintz Fisher, as well as US Secretary of State John Kerry.
The inauguration of Poroshenko is scheduled for June 7. Prior to this, he will once again meet with many European leaders, as well as for the second time with Obama during the celebrations on June 6 regarding the landing of allies in Normandy.
