Interregional Heating Network Company LLC, part of the Siberian Generating Company (SGK), received heating networks in the village of Pritomsky in the Kemerovo region for maintenance. Interregional Heating Network Company (MTSC) began providing heat supply services in the village of Pritomsky, Myskovsky urban district, in June. As Oleg Britvin, head of the public relations department of the Kuzbass branch of SGK, told Kommersant, the new supplier’s area of responsibility included 148 legal entities, 460 individuals, 6 thousand apartments in multi-apartment buildings.

In Pritomsky, to supply heat generated by the Tom-Usinskaya GRES located in the village of SGK, MTSK uses more than 83 km of networks, including more than 30 km of municipal heating networks leased to the company. Now, under an agency agreement, Tom-Usinskaya GRES itself will sell thermal energy directly to consumers, and MTSK will collect money from consumers as an agent. “With the administration of the Myskovsky urban district, we have worked out in detail the organization of heat supply to the village of Pritomsky, forms of interaction, production program and repair budget. This is a completely justified and logical scheme when one specialized organization serves and collects funds,” its director Alexander Kondratov commented on the expansion of the scope of MTSK’s activities. In total, MTSK now services more than 344 km of main heating networks in Kuzbass - in Novokuznetsk, the village of Inskoy in the Belovsky urban district and in Myski.

The previous heat supply organization, the Myskov-based Heating Networks CJSC, which leased the Pritomsky heating networks from the municipality and MTSK, was declared bankrupt last Monday. According to materials from the Arbitration Court of the Kemerovo Region, the bankruptcy petition for Heating Networks was filed in March of this year by the liquidator of the enterprise. Previously, Heat Networks was part of the group of companies of the Kemerovo OJSC Industrial Investment Company (Prominvest). Yesterday, Prominvest CEO Alexey Shiryaev said that two years ago the company sold its Myskov subsidiary. According to Mr. Britvin, the enterprise’s debt to power engineers is 227 million rubles; it was accumulated from December 2012 to May 2014. According to Kommersant's information, Heating Networks' debt for heat arose mainly due to the fact that the city authorities did not transfer subsidies to the enterprise in full for the reduced heating tariff.

Now the problem of obtaining subsidies will have to be solved by MTSK. SGK expects that negotiations with municipal authorities will be easier without an intermediary, which was Heat Networks.
