The decree obliges to publish information about the income and property of top managers only "state companies (corporations) and other organizations created by federal laws." This means that Rosneft is considered that only the leadership of Avtodor, VEB, Rostec, the Housing and Public Utilities, Olympstroy, Rosatoma and the Deposit Insurance Agency are obliged to report.
