A resident of Kazan Bulat Mukhamedzhanov claims that the decisions of Roskomnadzor and the Prosecutor General’s Office to block the “faces” limit his right to freely receive information. According to the applicant, this right is guaranteed by Article 8 of the Federal Law "On Information, Information Technologies and the Protection of Information", Article 29 of the Constitution of the Russian Federation, Article 11 of the CIS Convention on Human Rights and Freedoms, Article 19 of the International Covenant on Civil and Political Rights and Article 10 of the European Convention on the Protection of Human Rights and Fundamental Freedoms.

In May of this year, Mukhamedzhanov tried to turn to one of the publications of the "faces" and found that access to the resource "is limited in accordance with the requirements of the law." He asked the editor with a request and received a written response on the situation with the lock, to which copies of the requirements of the Prosecutor General’s Office and notification of Roskomnadzor were attached. After that, Mukhamedzhanov appealed to the court in the order of Chapter 25 of the Civil Procedure Code.

The applicant indicates that the site blocking entirely without specifying specific pages with illegal materials violates Russian legislation. Mukhamedzhanov also refers to the practice of the European Court of Human Rights, which sided with the applicant, whenever the state "used unreasonably tough and non -corresponding degree of possible harm" measures to limit access to information.

The “facets” are blocked on March 13 along with the sites EJ.ru, Kasparov.ru and the blog of Alexei Navalny. The Prosecutor General’s Office claims that these sites contain calls to participate in unlawful shares.

On June 9, the leader of the Russian Pirate Party Pavel Radudov tried to challenge this decision.
