
The relevant committee of the State Duma on Culture on June 18 recommended that the Parliament House adopt in the first reading a bill on fines for the unjustified use of foreign words in the publicity of information in Russian.
According to the draft law, during a public speech in Russian, the use of foreign words with an analogue in the among Russians will be punished with a fine for citizens up to 2.5 thousand rubles, officials - up to 5 thousand, and legal - up to 50 thousand rubles.
At the same time, as ITAR-TASS notes, the State Duma Committee on Culture believes that the bill must be finalized by the second reading. The lower house explained that the document does not define the bodies and officials who determine the presence of violations under the new bill.
The Deputy Chairman of the State Duma Committee on Culture Vladimir Borto from the Communist Party, in turn, said that it is important to “not to go too far in the field of language”. “The trend itself is not to use foreign words - it is absolutely correct,” the deputy said, recalling the early initiatives of the French authorities.
Deputies of the State Duma from the LDPR faction in the last year proposed to introduce fines for the public use of foreign words in Russian speech. "Tested by these Americanisms, Anglicisms. (...) We will make a draft law on the purity of the Russian language. (...) We will give a dictionary, a list of words that cannot be used when there are normal Russians. In February last year, the bill was submitted to the State Duma. However, in June 2013, as RIA Novosti recalls, the profile committee of the Parliament on Culture rejected the document proposed for consideration. As explained in the committee, at the legislative level, the issue of using the Russian language does not require clarification. At the same time, they noted that they are positive about the idea of protecting the Russian language as a state language.
In April 2014, a new edition of the bill was proposed.
However, the presidential administration has already opposed him. They emphasized that both the first and the second version of the draft law belong skeptically. "At the legislative level, the issue of using the modern Russian literary language as the state language of the Russian Federation does not need the proposed additional specification," the Presidential State Law.
Currently, the defense and development of the Russian language is engaged in the specially created council under the President of the country Vladimir Putin. It includes 40 people. They are helped by the participants of the Council in the Russian language under the Government of the Russian Federation, which was created in November 2013. One of the main tasks of the Council is to assist in the implementation of state policy aimed at popularizing the Russian language, its support and development.
