Rosoboron ordered

Director of the Rosoboron order Alexander Potapov was the first of officials to confirm the liquidation of his department. The abolition of Rosoboron order is devoted to an interview with the official "Kommersant".

Potapov said that Sergey Shoigu, the department learned about the appeal of the Minister of Defense, found out at the beginning of the year. The meeting was held on this issue, however, representatives of the dealer itself were not involved in the discussion.

Commenting on the reasons why Shoigu came up with his initiative, Potapov remarked: "The question, of course, is interesting, but no longer unacting. When someone does not suit someone, he is usually called ineffective."

The official added that Rosoboronkazi controlled not only the Ministry of Defense, but also other law enforcement agencies, in particular the Ministry of Internal Affairs, the FSB, the SVR and the Ministry of Emergencies. “However, their opinion,” said Potapov, “in the initiative of Sergei Shoigu, as far as I know, is not represented. For me this is a significant argument.”

In early June, it became known that Shoigu sent a letter to Vladimir Putin “On the implementation of the control function in the field of state defense order”, in which he proposed to abolish Rosoboronkaz, and on May 25, Putin put the “agreed” resolution on this document .

In a letter, the Minister of Defense said that Rosoboron orders completely or partially duplicate the functions of other supervisory departments: the Accounts Chamber, the Federal Antimonopoly Service, and the Prosecutor General’s Office. On the other hand, he noted Shoigu, "the lack of direct ties with industry organizations does not allow Rosoboronzaka to carry out an objective assessment of their production capabilities in contrast to the Ministry of Industry and Trade."

In addition, the head of the military department accused Rosoboronkaz in inefficiency, calling this factor among the reasons for the untimely placement of the tasks of state defense order.

The abolition of the dissolution with the redistribution of its functions between other government agencies would reduce budget expenditures, concluded Shoigu.

Meanwhile, the government noted that 420 million rubles were allocated for the functioning of the department in 2013, which was negligible in comparison with other government agencies, while for three quarters of the same year, Rosoboronkaza revealed violations with signs of ineffective expenditure of almost 30 billion rubles.
