The world of Poroshenko

On Wednesday afternoon, President of Ukraine Petro Poroshenko said that soon government forces will stop fire in the east of the country unilaterally. According to him, it is from such an order that his peaceful plan will begin.

The president’s words were especially strange against the backdrop of information that a significant amount of armored vehicles, including tanks, was in the hands of the separatists from Donetsk. “Remember, I mentioned the tanks. Now we have them, and a lot, ” wrote the head of the Donetsk People’s Republic Pavel Gubarev on Wednesday night.

However, the plan of Petro Poroshenko is a few cunning than just stop the fire and invite everyone to give up.

The president will give instructions on the ceasefire only after Ukrainian troops can restore control of the state border. It is this goal that is now a priority army. “The President of Ukraine defined clear tasks on this subject, and we fulfill them in full. Moreover, in the near future this week we will fulfill the task from A to me, ”the fairy tale at the weekend of the country's defense Mikhail Koval. Thus, according to the calculations of the Ukrainian security forces, the border should be under full control by June 22.

Now the main battles are almost close to the Russian border - in the city of Snezhnaya in the east of the Donetsk region and in the village of Happiness near Lugansk. These settlements are located on large roads connecting two states, and if the Ukrainian army manages to establish control over them, then the mass unhindered crossing of the Ukrainian border will become difficult.

Also, the Ukrainian army is trying to take the city of Slavyansk into the ring, the defense of which is held by Russian citizen Igor Girkin (Strelkov), which holds the post of Minister of Defense of the DPR. The separatist movement began with the cities of Slavyansk and Kramatorsk, so that their elimination from the rest of the Donetsk region will significantly reduce the potential of the DPR.

There is no independent evidence that the Russian authorities or anyone in Russia supplies the separatists in eastern Ukraine in Russia-however, the Kyiv authorities are obviously emanating from this, and therefore they do not intend to cease fire while multi-kilometer uncontrolled sections of the border remain.

Simultaneously with the overlap of the border, Poroshenko is preparing another step, which will have to persuade moderate supporters of the independence of the eastern regions on the seal of Ukraine. Already in the coming days, it is expected that the head of state will make an amendment to the Constitution of the country to the Verkhovna Rada.

It is still unknown that they will be spelled out, but, obviously, it will be mentioned there about the decentralization of the authorities, as well as some independence of the regions in unitary now Ukraine. At a meeting of the National Security and Defense Council, the head of state said that the amendments will transfer some of the presidential powers not even to the regional, but to the municipal level. “This project of changes in the Constitution provides for a key element of a peaceful plan - decentralization of the authorities, on which a Ukrainian government worked a lot, the main concepts of which were agreed with me. I am sure that in this way the delegation of a significant part of the presidential powers to territorial communities will today take responsibility to local councils, ”the president said.

It is not very clear how soon amendments to the Constitution can be adopted - before putting them on a vote, the president promised to send a document to the Venetian commission, an advisory body for constitutional law under the Council of Europe. This commission does not work too fast, and the Ukrainian parliament, quite likely, can be dissolved in the near future - in any case, the president with the heads of the main factions has already agreed on everything. In this case, either changes to the basic law of the country are postponed for months, or parliamentarians will have to decide in the coming days.

But any case, already in the coming days, the proposed amendments to the Constitution should be made public and the border with Russia is taken under control. Only after that the president will order to cease to fire.

According to Poroshenko himself, the separatists should show the support of his peaceful plan immediately or at least "in a very short time." Poroshenko warned that the ceasefire would be very short, over this period, militias should lay down a weapon, and order should be put in the region. The president promised an amnesty to everyone who refuses armed resistance and at the same time did not commit serious crimes.

The head of state hopes that amendments to the Constitution and decentralization of power will arrange many people who now support the separatists. “We expect hostages, captured buildings will be released immediately, we expect that a large number of people of this region will take advantage of the safety guarantees of the residents of Donbass,” the president emphasized.

At the same time, everyone who continues resistance, the President of Ukraine promised not to spare - the war with them will continue to the victorious end.

It is reasonable that the separatists themselves are not very pleased with the plan of the President of Ukraine - they wanted federalization of the country only at the first stage, now they officially consider their regions to be independent states that should not worry amendments to the Constitution of Ukraine.

“Why should we lay down weapons? If people succumb, a new strip will begin. We will not add weapons, ”said the representative of the DPR Miroslav Rudenkov. And in general, the separatists can be understood - on Thursday morning began with the shelling of their positions in the Red Liman, in the north of the Donetsk region. So far, no one promised peace and tranquility to them, but it is quite difficult to go over to the side of the central government in such conditions.
