
The Ministry of Internal Affairs has developed a strategy for counteracting extremism for a period of up to 2025, Kommersant reports . The appointment of a strategy, as claimed in the document, is to determine "the goals and instruments of stateliness to unite all institutions of power and civil society to strengthen the unity of the Russian people." On Friday, the Presidential Council for Human Rights will express his comments on the project. By the IV quarter of this year, the document must be approved by Decree of Vladimir Putin.
The development of the strategy is carried out in accordance with the order of the government of July 15, 2013. The preparation of the document was carried out by the Secretariat of the Interdepartmental Commission on Combating Extremism from officials of 16 ministries and departments. Representatives of the scientific community, including from the Presidential Council on Interethnic Relations, were involved in the discussion of the project.
As stated in the document, the “main tool for the radicalization of society” is the involvement of the population ”into protest promotions that are transformed into riots.” The Internet plays a key role in the spread of "destructive, including extremist ideology", according to the authors of the project. In addition, it is noted in strategies, the network serves as a means of "communication, recruiting and self -advisory of new members of" extremist groups.
Accordingly, the authors of the strategy paid the main attention to the information suppression of "extremists". For this, the document provides for monitoring of the media and the Internet, as well as the development of new ways to “restrict access” to “extremist” information; In particular, the expansion of the register of prohibited sites is not excluded.
In addition, for the “discrediting of extremists” it is proposed in educational institutions to recreate the system of education of youth in the spirit of spiritual, moral and patriotic values characteristic of the Russian culture. ” The authors of the strategy consider journalists to be necessary from universities to teach "professional duties" when covering the issues of counteracting extremism and terrorism.
Also, among the proposed measures are “targeted preventive effects on persons most affected by the ideology of extremism”.
According to the publication, the term "extremist ideology" is absent in Russian legislation. The author of the strategy is proposed to understand by such an ideology "views and ideas that promote the discord and enmity on national, racial, religious, social and political motives."
The head of the HRC Mikhail Fedotov refused to comment on his attitude to the project, noting only that "extremism is not a legend, but reality we must be aware of this." The chairman of the Commission of the Council on Civil Freedom, Nikolai Svanidze also refrained from commenting, limiting himself to a replica that the strategy of "many correct and interesting points."
Meanwhile, a member of the HRC Igor Borisov said that "the concept is tough and some colleagues offer to soften it." He himself, in particular, considers it necessary to provide measures in the strategy "on the prevention of unscrupulous use of the ethnic factor in the electoral process." Another member of the Council, Alexander Verkhovsky, noted that "anti -extremist law enforcement is extremely politicized." In addition, he added, the measures proposed in the project are too blurry to "expect good results." Commenting on the use of the term "extremist ideology", Verkhovsky also expressed fears that "very widely formulated concepts" will then begin to be used in regulatory acts.
