Right in the courtyard of the house where Seryozha Yarkov lives, there is a frigate. It is thinly painted with oil paint, called “dream” and made of an old iron gang like those with which in distant Soviet times went to the bathhouse. But the sails on the frigate are the real ones that Assol expected - from scarlet silk. In fact, the frigate is part of a flower bed built by someone from the Seryozha neighbors. From the window of Serezhina, the apartment on the second floor of the scarlet sails is not visible, so Seryozha believes in my word. It is impossible to go out into the courtyard of Seryozha: he is a disabled child of the first group. Serezhina is called the disease cunningly: “spinal amyotrophy of Verdnig -Hoffman”, it is considered the most common among rare diseases, one person per 100 thousand people. The complex name lies with this: the loss of motor neurons of the spinal cord and, as a result, almost complete absence of muscles. They just do not grow. It is clear that with such a disease, Seryozha cannot stand on his feet, his legs do not hold him.

Now I will tell you what Seryozha can. It will not take it for a long time. He can sit in a wheelchair for quite some time, without falling on his side. For this, Serezhina’s mother puts his leg on his leg, and the crossed leg, which always puts on a warm woolen toe - Seryozha has a very poor blood circulation - forms a small counterweight and helps Seryozha keep the balance. With his hands, Seryozha can press the mouse and quite a spore to type the text on the computer, take a spoon, fork and a cup of very thin porcelain for it specially bought for it: the usual mug is too heavy. In the first grade, he could hold a pen for a long time and write in a notebook, now he is difficult to sign. It is not possible to straighten Seryozha completely, even lying on the bed. A huge growth on the back - this is a spine curbstered with an arc - does not let in. Mom sleeps next to Seryozha and turns him several times a night. Sleeping Seryozha is so inconvenient that he tries to go to bed as soon as possible ... A couple of years ago, Seryozha got into intensive care with pneumonia, and since then the morning of Seryozha begins with inhalation and long jerking after it.

So his life flows.

No, I said wrong. So his illness flows, and the life of a disabled person Seryozha Yarkov flows differently, in contrast.

Firstly, he and his mother in half have his own small business, network marketing for the sale of Oriflame cosmetics. Business brings tiny income so far, but, most importantly, business makes Seryozha read books, think and move forward. Serezhina also makes him think and move forward, and among the books I see a lot on the history of different religions or, for example, the book of Archpriest Alexei Uminsky, which begins with the words of the elder Macarius: “Highly the dignity of man. Look, what are the sky, earth, the sun and the moon; And not in them the Lord did not feel good, but only in man. ”

I spent the whole day in the bright house. And it was not a day filled with a disabled person, it was a day with an excellent boy, kind, independent, thinking modernly and openly. And I was just wondering where so much strength, fun and joy in this exhausted body ...

The main Serezhin is a friend - his mother Ira. Almost every Irina phrase begins with the words: “Seryozha will tell you,” or “Seryozha should know this better,” or “We must consult with Seryozha ...”

Irina - Serezhin's arms and legs, and now there are still circumstances that even a journey around the room for Seryozha alone is impossible: the stroller has broken, actually turning into a chair.

Here, in fact, the main part of the story begins. Seryozha usually received his strollers from the social insurance fund, that is, from the state. So he didn’t particularly burden the state: he never went to the sanatorium for free, he didn’t begged for the housing laid to him as an disabled person of the first group. He sat quietly. Until 2011, all Serezhins were mechanical, that is, he himself could not control them, he completely depended on the household.

And suddenly they give him a miracle of Chinese equipment - a stroller with an electric drive.

“I directly became like a rider on a dashing horse, I was bursting with happiness,” Seryozha laughs. - It was necessary to see me on the first day as she appeared. It is difficult to describe this: your stroller has been in one place all your life, and it’s not as you want, but how you put it. And here - one, and went in any direction in the apartment, it was a feeling of freedom, I rode from morning to evening, accelerated, put it on the priest ...

But Seryozha Yarkov could not leave the apartment to the street: he lives on the second floor of a five -story building not equipped with a lift. Several times a year, Seryozha was still carried into the yard: dad made metal tubes, which were inserted from below into a stroller, turning it into a port of, and two healthy men, grunting, demolished Seryozha down. It turned out almost the journey of the padishah. The journey of Padishah from the second floor to the first was demonstrated to me. Seryozha, clinging to the chair, drove in him from side to side, the guys were terribly afraid to hurt for something, the neighbors crowded below, giving Portsheza to the passage: as if not the 21st century, as if not a European country in which the program of the Russian government for the disabled called “Available Environment” was developed ...

Seryozha many times asked for the administration of the town of the Builder in which he lives, to solve the issue with his forced recluse and make a lift, and the administration all the time said that she was too poor for this. And Seryozha went to court. In the course of the trial, it became clear that it is impossible to make a purely technically lift in the house. And then the Chinese miracle ordered to live long: the motor broke. And Seryozha, as an inquisitive and modern person, began to look for solutions to all problems on the Internet. And I found-the last word of technology, an excellent stroller-household, and even our production. I found Seryozha and Methodological recommendations of the Ministry of Labor, where this stroller is included, and even a photograph is set directly from the manufacturer’s website, so it is impossible to confuse.

And justice triumphs! The court of first instance (Judge Poland), and he was, at the insistence of Seryozha, away, right in his apartment, he undertakes by his decision the Belgorod social insurance fund to give Seryozha Yarkovka, which will at least somehow bring his existence to the lives of healthy people. In its decision, the court relies on wonderful documents: a universal declaration of human rights, the Convention on the Rights of UN Disabled Rights, ratified by Russia, the Russian Constitution and the Federal Law on the social protection of disabled people in the Russian Federation. The main thing in all these documents is caring for sick people and the maximum desire to alleviate their fate.

And what? A fund is rushed to comply with a court decision that is mandatory for all throughout the country? He thinks where to get funds, in what funds, maybe, to contact, in order to jointly, if the state cannot alone, buy Seryozha this spacing stroller?

Nothing of the kind. The social insurance fund appeals, that is, it has shamelessness to sue with a disabled person, who is only achieved by the state to legally leave the house and drive along the street of his native town, to recruit lungs of fresh air in his unfortunate disease.

And then - even more miraculous! The appellation instance cancels the reasonable, motivated by the norms of international law, the decision of the district court with ease, cancel it as if no one has endured it, and the social insurance fund wins the case with a disabled person of the first group Sergey Yarkov! And all this is conflicting with some moral laws, with the functions of good, there is a hypocritical substitution of the spirit of laws in strange letters that are formed in one word-“cruelty”.

On June 1, Seryozha posted on the social platform Change.org/yarkov a petition demanding to stop his torment and give out a stroller-cost. Under the petition, the unknown young man from the Belgorod region has already signed 140 thousand people. One hundred and forty thousand different people believe that a bad and immoral act in relation to Seryozha.

The most amazing thing is that, at the end of 2012, the Belgorod FSS acquired very similar both in cost and in the function of the stroller. I found a man for whom this stroller was bought, and asked how he received it.

“I gnaw her out of them.” You see: gnaw! He answered.

Neither Seryozha nor his mother can gnaw out.
