Adopted a law under which the future deputy will work between operations (if he is a deputy doctor) or between the lessons (if he is a deputy, a chemistry teacher). On this occasion, at an extraordinary meeting of the Duma, the bill "On Amending Certain Laws of the City of Moscow" was considered. The document was adopted in the first reading on April 21, and three dozen amendments were received to it. According to the editor of the bill, Alexander Krutov from the United Russia faction (by the way, the loser of the "primaries"), the amendments can be divided into three main blocks. The first to amend the Law "On the Government of Moscow": for the operational consideration of relevant issues, it is proposed to create the Presidium of the Moscow government, which will be formed from the "city ministers".
The second block of amendments is introduced into the law "On the status of a deputy of the Moscow City Duma", and these amendments are aimed at optimizing the activities of the legislative authority. Optimization in Russia is customary not to understand as an improvement, but as a reduction in everything. By analogy with other regions of the Russian Federation, it is proposed that some of the deputies of the Moscow City Duma fulfill their duties on a constant professional basis, and part - without interruption from the main activity. The Chairman of the Duma, his deputy or deputies, as well as the heads of structural divisions of the Duma will work on an ongoing basis. A deputy who works "without interruption from production", for the duration of participation in the meetings of the Duma, commissions, meetings with citizens, is guaranteed to preserve the place of work and position. Such a parliamentarian will be able to absent at the main place of work no more than six working days a month (it turns out that six days a month, patients can calmly die if their deputy is a doctor, and the dolls may not go to school for six days a month, since their teacher sits in the Moscow City Duma). The "non -acquired" parliamentarians will not receive a monetary reward for the implementation of deputy activities. All deputies will be provided with a cabinet, vehicles, and communication. The apparatus of each deputy, consisting of four assistants, will work on a professional basis.

"Over the past twenty years, more than 90 percent of the legislative base of the capital have been created," as Alexander Krutov said. But, in his opinion, you should not be afraid that the representative function of the deputies will somehow suffer: the executive authorities use modern technologies for interacting with residents, city portals appeared, through which, there is effective communication, deputies of the municipal level are also actively working with citizens. In addition, according to Krutov, professionals in various fields of city life will be involved in parliamentary activities.

It turns out that Krutov has no pity for future colleagues, and after all, he was organized by the well -known humanist in Moscow, even organized a photo exhibition about his cat (though she, see, take it from this love and die). Krutova was supported by many deputies. "The new system will allow you to attract those Muscovites to the parliamentary activities who would like to participate in lawmaking, but are not ready to interrupt their professional career," said another single deputy Alexander Semennikov.
