165 years ago, on June 29, 1849, Count Sergey Yulievich Witte, a real secret adviser, Minister of Finance and the First Constitutional Chairman of the Council of Ministers of the Russian Empire was born.

Under Witte, a wine monopoly was introduced and monetary reform based on the gold support of the ruble was carried out, which made Russia attractive to foreign investments.
