FSB will check the state -owned company for the use of foreign software

The State Duma offers state and municipal companies using foreign software, the audit of the FSB. This was reported by Gazeta.ru with reference to the editorial office of the draft decisions of the Commission on the regulatory support of the development of high-tech technologies of strategic information systems under the Committee on Science and Hero-intensive technologies. Such measures are recommended to be fixed at the legislative level.

Deputies also determined the criteria for recognizing companies - manufacturers of software by Russian developers. The company is proposed to be considered Russian if it is a legal and tax resident in Russia and produces more than 75 percent of sales on the domestic market. In addition, the share of foreign capital in such a company cannot exceed 25 percent minus one promotion, and the share of foreign citizens in personnel is one quarter.

The deputies explain the need for such measures by international sanctions against Russian enterprises.

In addition, the legislation is proposed to make amendments to support domestic software producers. According to members of the commission, direct losses of the federal budget due to purchases of foreign software amount to 85 billion rubles a year. In addition, deputies say, Western developers directly contribute to an increase in the share of kickbacks in the domestic market.

This is, in particular, about Microsoft, SAP, Oracle, Hewlett-Packard, IBM, Cisco. Their annual turnover in Russia reaches, according to the Ministry of Economic Development, 285 billion rubles, while the volume of the Russian software market in 2013 amounted to 762.3 billion.
