Why don't students learn the school curriculum? Should the USE influence the certificate?
Tamara Lyalenkova: Today we will talk about school exams. But not so much about the results of graduates as about the consequences. This year Rosobrnadzor took all possible measures to go as honestly as possible. Control and measuring materials were equipped with 7 identifiers that allow you to calculate the person who has put the task on the network. Moreover, these materials were delivered to special communications warehouses under armed security, and their shipment was carried out directly on the Unified State Exam. I will not list all the ways that were used so that the graduates of this year received well -deserved points, but about 20 percent of them could be left without a certificate at all if Rosobrnadzor had not reduced the minimum threshold from 36 to 24 points in Russian and from 24 to 20 points in mathematics.

It seems to you that the threshold that was forced to come up with now corresponds to the real capabilities of the student? Is it so necessary to lower the score? Tatyana Nikolaevna, your children are special children, and if they can, then probably everyone else can.
Tatyana Leontyeva: I had a different experience, I worked for 20 years at preparatory courses at the RSUSU, and there was another audience, other applicants, their usual schools, with different training. And there were different forms of exams - expositions, essays, dictations, and then there was an exam in universities. When the tests were introduced, there were no problems, in 4-6 months ordinary children can be prepared for the exam. For three years now I have been working in a "big change" - this is an educational center for orphans. Moreover, these are not only children from correctional classes, but these are children from PNI, psychoneurological boarding schools who do not even have primary education, but we bring them to the 9th grade, who want-to the 11th grade. We work mainly individually, in small groups. For three years, I had graduates on the USE and GIA, and not a single breakdown, everyone passed the exams. There was a girl who did not have memory at all, and we began to deal with her in the 10th grade, we were engaged in all year, it was completely useless, because she forgot everything, although I went through the whole course with her for high school, and I simply did not know what to do. But when she came to the 11th grade to me, something happened to her, she got used to it, firstly, to do, and secondly, she apparently became interesting, and in a year she managed to prepare so that she passed the exam well, not even at least, and she received 40 points. And understand that for such children it is a lot.
Tamara Lyalenkova: The situation in the Kaliningrad region this year with such special children was quite complicated. Maybe due to the fact that the certification of these children took place according to the usual strict scenario for the exam.
Ismail Nigmatullin: Indeed, there were difficulties in our region. There was a tense situation with graduates who passed the state final exam, and not the main state, who usually pass graduates. About 20-30 percent risked to be left without a certificate about general education. If earlier such graduates who studied according to special programs passed the exam in schools, in more familiar forms, as a presentation and control work in mathematics, then this year the state final exam took about the same mode as the main state exam, as the exam. Children from all over the city came to 2-3 points, which were at a sufficient distance from their schools, and they were seated in audiences, they had envelopes with individual tasks that they had to solve. And if earlier the walls were relatives, to whom they were used to, and teachers near them were engaged, and all students successfully graduated from school, received a certificate. In the same year, it turned out that no help, neither psychological, nor even more meaningful, these children could not get. But the content of the tasks that they were offered was inadequate to the level of training that now exists.
I am very glad that there are institutions that take on the mission - to help these children if they really want to go further in grade 10-11, there are methods, there is an individual mode of working with such children. If we are talking about a mass school, integrated teaching these children, the situation of an individual approach that would allow each child to reach a serious result, we cannot get. And the level that was required on the USE (the "three" needed to solve 50 percent of the tasks), and the level that the guys came with, and not only from my school, but also in the region, is not comparable. Moreover, the state final exam is the form that is supposed not only for children from this special category, but also for children with disabilities, for example, wheelchair users or some other categories. In the same colonies for minors, they also pass this exam, regardless of the intellectual capabilities of the child. It turns out that in this exam we measure all under one comb - and children who have a disability on the motor apparatus, and who have a delay in individual development, and the tasks themselves are the same. As a result, it turns out that instead of five points that were laid on the recommendation of Rosobrnadzor, namely Rosobrnadzor is responsible for these tasks, it turned out that only one point was set as a threshold so that the children nevertheless received a certificate, and then it required to be retakeed for many.
Tamara Lyalenkova: Yes, this is an indicator. In addition, 40 thousand did not pass the exam in the Russian language, so they released this score, and then the number decreased. Usually this is 1.5-2 percent are considered more or less normal of those who failed to cross the threshold. Is this the result of the form or examination of the exam? Maybe there was a very serious psychological pressure?
Olga Dashkovskaya: I think this is both. I recently interviewed the supervisor of the Institute for Education of the Higher School of Economics Isaac Frumin, and he believes that about 40 percent of children do not master the school curriculum. He believes that if about 60 percent of students go to the high school from 9 grades, this means that about 40 percent do not master the school curriculum. This is a very large figure. We have a mandatory minimum of education, we have turned into a mandatory maximum, we do not have differentiated approaches to teaching children, working with lagging people is poorly conducted, and recently schools are chasing high results, because on this basis school ratings are compiled, and grants are issued according to the results of ratings and high places. That is, they support strong schools. But now, it seems to me, there is a turn in educational policy. At a press conference, the Minister of Education and Science Dmitry Livanov said that it would be supported by the weak schools in which the USE, including material assistance.
Tamara Lyalenkova: In addition, this year the governors were lucky - it was stated that they would not be evaluated by the points of the exam of schoolchildren in their regions.
Olga Dashkovskaya: This is again a turn in educational policy. Since this year, governors are not evaluated, and from next year schools and teachers will not be evaluated. At least, this is the leadership of the Ministry of Education and Science and Rosobrnadzor. Both the final trials and their results should become a personal file of each student, for this purpose, independent testing centers will be created, this year they are open in four regions, and students will be able to pass and retake the exam during the year, when they want it. This will reduce psychological stress, hype, there will be no desire for fraud, for the use of cheat sheets, the process itself will become calmer and more honest.
Tamara Lyalenkova: Of course, the exam undergoes changes that are not always clear. It must be remembered that the guys have been going with the results of the exam for several years, their score was less in general than last year, and it will be more difficult for them to act. Universities are approximately publishing last year's points, and the child focuses on this. Maybe a larger number of guys will remain in the regions, they will not go somewhere to study at universities with their modest points. Ismail, do you have thoughts about this? Do you have a correctional school? Or ordinary?
Ismail Nigmatullin: We have a regular school, but we have a license to train children under programs of the 7th and 8th species. As for the further possibilities after graduating from the 11th grade, this year, it seems to me, the exam results are unlikely to be so much on the share of those who will enter higher educational institutions. The demographic situation is such that the number of graduates is less every year, and in the next 2-3 years it will remain, respectively, the probability of receipt increases. Another thing is that in Russia as a whole, the number of hundred -barn decreased, and the influx to leading universities in the country from the regions will probably decrease. And the admission and further educational trajectory of the child will more correspond to its real capabilities. I can say that just in Kaliningrad we have average points and the number of stobillers is at the level of the past and the year before last. Last year, we had a small jump in the number of stobalniks in chemistry, and the overall picture remained similar. Do not forget that in the regions there are also a large number of universities, and in Kaliningrad a large number of school graduates remain in the city. I think, in general, the picture will remain the same.
Tamara Lyalenkova: The number of multi -bellies, 80 points and higher decreased by about two times, and this will probably change the guys' admission card. In Dagestan, for example, this year no one received high points, it should be noted, and the USE-Turism was not so popular. And you need to understand where the exam is changing, because the form remains the same.
Natalya Chebotar: I would pay attention to three large trends that are now actively developing in the world. If we talk about the United States as one of the most technologically highly developed countries, this is a model of "mixed education", which means the use of computers and teachers equally. This model is on three whales. The first is that the student has something like a remote control of his training, a class and lesson system completely breaks down, a student with the help of specially selected programs goes at his individual pace, according to his program. The second, the student receives instant feedback. If earlier the child completed the task, did not understand it, completed it, after that he came to the next lesson, then the new system stands on the fact that until the child masters the topic “excellent”, does not move further. In order for the child to move to the next stage, a teacher connects to him and provides individual assistance. At the same time, gifted children who can go further do not get stuck and do not wait for everyone else, can develop. And it is important to say that about 200 schools were transferred to this model last year, these were one of the poorest schools, they were about 70 percent of migrants for whom the English language was not their native - and many of them went to first places in their states, some reached the first places in the United States according to the results. The model is experimental, but it is already clear that it gives very good results.
On the other hand, there is a global trend of working with big data, and in education it also completely changes the picture. Now a person is studying, then he is passing the exam, and suddenly the state finds out that he studied poorly all this time. In the new model, despite the fact that our state collects so much data, but so far it does not work very well with them, we see that this begins to happen - these data allow the training of training, due to which the child who needs help receives the most attention of the teacher. We recently conducted research together with Diary.ru and the Institute of Psychology of the Russian Academy of Education and asked children and parents, and in the second part and teachers: would you like the curriculum to be more personalized? Parents and children said in the majority: yes, of course. Most teachers said: no, this is not necessary.
And the last thing is Pisa, and where it is developing now. These are international literacy studies and the ability to solve problems, the study of skills. In the future study, which is now being prepared by the Montreal Institute, among other things, it is engaged in the study of new skills, and they began with testing a joint solution of problems. It looks like this: two children are sitting behind different computers, they can be in different places and solve one problem. Each has part of the condition, they must jointly solve this problem. The program records all their interaction, they can correspond in the chat, the same program collects their entire conversation in the matrix, analyzes, and thus they understand who took part in solving the problem, how to evaluate it. This is to the question of where the assessment moves further, and what kind of exams can arise.
Tamara Lyalenkova: They decided to remove the test part from the exam, but at the same time an essay is added ... I spoke with the vice of HSE Grigory Kantorovich about the tests, and here is his opinion.
Grigory Kantorovich: From my point of view, this is not a criterion. Yes, no - it can be different. There is another concept, for example, the famous American ey-spi test, when, due to a large number of test questions with a very high density, say, three minutes to the question, it is possible to run through the entire program. Not like ours - seven tests of test. This can be discussed, but when the decision is first made, and then they begin to watch, and how to implement it and how it turns out, because today there is no sample that you can see, this creates that the decision is political, not educational. This must be discussed differently.
Tamara Lyalenkova: It seems to me that the political component is especially obvious in conversations that the oral part of the exam should be returned to humanitarian disciplines.
Grigory Kantorovich: Of course. You can ask a more tough question. Throughout the world there is no exam in humanitarian disciplines, it is not built there at all in objects. I understand the difficulties with building a good written exam in humanitarian subjects, but return to the oral ... from which we came from, and we come to that. How to unify requirements? Will we build an examiner training system? I understand that the volume of the haunting volume is much smaller than in mathematics, Russian or social studies, although social studies are a humanitarian subject, and it is chosen by the maximum number of applicants, about 400 thousand, it is very popular. To ensure a uniform technique of an oral exam in 400 thousand people, and even in this subject ideologized - today I can’t imagine how this can be done. Then the next step is quite obvious - we will not have the exam, but again there will be entrance exams, each university has its own. With all the costs of the exam, he solved the unification problem. If they think that buying the exam is harder than buying a specific teacher in their hometown, this requires special discussion, where such confidence from.
Tamara Lyalenkova: It seems to me that an important trend - there was a separation of the exam for a certificate, for adulthood, and the exam for entering the university, because there just did not get down, it remained at the same level. That is, the child receives these 24 points and no longer thinks that he will go further at the university. This is, in fact, a rollback to the middle step of the school. Previously, 40 percent left, and now 35 leave after the 9th grade. Maybe you should really change these forms and somehow divide them - separately the receipt and separately certificate?
Ismail Nigmatullin: My opinion is that the USE model itself as a universal exam for the final certification and admission is not only viable, but also gives a lot of advantages to universities, schools and graduates themselves. And you should not abandon this model. The question is in the methodology and approaches to the preparation of tasks. It seems to me that everything should remain as it is, and we do not need a return to the fact that a specific person who takes your exam decides your fate, he likes your answer or does not like it. I think that still there should be a unified system with unified requirements. From this point of view, the introduction of additional exams or admission to exams, as it is planned to be done next year, as an essay, for example, this, of course, also requires the training of teachers. Therefore, often part with the Unified State Examination was always checked by specific teachers, this was not done by the computer. But this problem is still easier to solve, and there is a document that can be considered from different points of view, you can attract other experts and so on. Если мы говорим про устный ответ, мы будем говорить о том, что мы будем записывать все на видеокамеру, потом где-то хранить, давать другим экспертам отсматривать этот ответ, - это уже какая-то сложная слишком система получается, не думаю, что в этом необходимость есть. Другое дело, что для того, чтобы решить проблему с таким социальным значение ЕГЭ, необходимо немножечко снижать ставки. Если мы говорим о поступлении, каждый, кто хочет поступить в вуз, должен показать определенные результаты на ЕГЭ, но если мы говорим о тех ребятах, которые просто хотят получить аттестат и дальше возможность идти в жизнь, особенно после 9-го класса, когда ребенок должен, по нашим законам, продолжить образование, если ребенок не преодолевает порог, он должен учиться повторно, пока он не сможет сдать ГИА. А мы знаем, что социальные условия бывают такие, что ребенок не настроен этого делать, и мы этих детей просто потеряем. Или мы должны снижать баллы, пороги, как мы это делали в этом году, и ситуация с 9-х классах ничуть не лучше, чем с ЕГЭ, либо мы должны дать большую гибкость детям в сроках освоения программы.
И вторая проблема - привязка к выдаче аттестата результатов экзамена. Например, не набрал я необходимого количества баллов по математике - значит ли это, что я не могу пойти учиться и дальше работать парикмахером? Конечно, я не смогу пойти на техническую или архитектурную специальность, где требуется математика, но есть специальности, которые знания математики не требуют. А когда мы детей оставляем безаттестатом, мы лишаем их возможности дальше социализироваться, состояться как полноценные и востребованные граждане своей страны. В 11-м классе тоже подобная ситуация есть. С одной стороны, пороги очень низкие, и наверное, можно ожидать, что любой ребенок сможет соответствовать этому уровню. С другой стороны, общие требования к математике в школе достаточно высокие, и не каждый человек, который может дальше состояться в гуманитарной сфере, может им соответствовать.
Тамара Ляленкова: Что будет дальше с аттестацией по русскому языку?
Татьяна Леонтьева: В этом направлении нужно работать, и экзамен не должен такое большое место занимать в сфере образования. Есть курс русского языка, и не обязательно надо делать ЕГЭ в такой форме. Можно, например, сделать три уровня экзамена - нижняя ступень, средняя и высшая.
Тамара Ляленкова: Но сейчас разве это не так? Если ты сделал одну часть заданий, ты получаешь такую оценку...
Татьяна Леонтьева: Да, ты получаешь баллы, но сложность-то одна. А можно сделать по сложности три варианта, например. Кто-то, может быть, не хочет поступать в гуманитарный вуз, и ему достаточно сдать русский язык нижнего уровня, и он его выбирает. Кто хочет в технический вуз - берет второй уровень, а гуманитарий, который понимает, что любая тема ему по силам, выбирает третий, высокий уровень. Можно и так сделать. Но в основном это касается, я думаю, сочинения в ЕГЭ и текстовых заданий в ГИА. Сочинения сейчас на лингвистическую тему, и это хорошо, потому что дети понимают, что они по-другому должны относиться к русскому языку. У нас уровень культуры очень падает, а эти экзамены его все-таки повышают. Я с разными детьми занималась, и бывает, что человек ничего не знает, белый лист, но есть разработки, и в журнал "Русский язык" учителя нам присылают прекрасные разработки - и подготовка к ГИА, и подготовка к ЕГЭ...
Тамара Ляленкова: Что касается уровня базового, профильного, наверное, он должен присутствовать, потому что стандарты новые, которые школа сейчас принимает, ускоренным путем должна внедрять, стандарты старшей школы в том числе, они требуют другого оценивания. В этом смысле ЕГЭ стыкуется со стандартами старшей школы. Об этом я спросила Наталью Любомирскую , директора лицея Высшей школы экономики, они эти стандарты уже у себя в 10 классе реализовали.
Наталья Любомирская: Конечно, сейчас мы находимся в некоем таком переходном периоде, связанном с тем, что у нас материалы ЕГЭ не настроены на новые стандарты. Потому что новые стандарты - это обязательно разные уровни изучения того или иного предмета, а ЕГЭ пока что у нас все одинаковые. Части А и В - для того чтобы получить школьный аттестат, часть С - для того чтобы выстроить рейтинг для поступления в учебные заведения. Для решения задачи С5, например, хорошему учителю математики потребуется несколько часов. Задачу С6 в принципе многие решить не могут. И это делается специально, чтобы составить рейтинг из ребят. Нельзя, чтобы все получали максимальные баллы, иначе ЕГЭ не выполнил свою функцию. ЕГЭ неплохо задуман, просто его реализация вынуждена опираться на существующую практику в школах, и нет еще той культуры разработки тестов, не такие они интересные, не то они проверяют. Но ЕГЭ - это формат контроля, ничего больше. Важно, чтобы появились разные уровни, чтобы человек, который изучает математику на базовом уровне, он был сдавал один вариант экзамена, тот, которые изучает на углубленном уровне, сдавал бы другой вариант экзамена. Потому что это несправедливо. И очень важный момент - раз ты выбрал предмет для изучения, будь добр отчитайся. Но, еще раз говорю, я не вижу противоречий между новыми стандартами и ЕГЭ.
Тамара Ляленкова: Но все-таки педагоги не очень хотят заниматься индивидуальным образом, удобнее - по накатанной, с большим количеством учеников...
Ольга Дашковская: Наверное, ЕГЭ и должен, и будет обязательно меняться, и будут водиться новые формы. В ближайшем времени планируется разделение ЕГЭ на базовый и профильный уровни, и будет вводиться портфолио. По поводу портфолио единой точки зрения пока нет, но считается, что там будут не только учебные, но и внеучебные достижения детей, в спорте, еще где-то, достижения в олимпиадах. А как это будет учитываться, чтобы было честно и без махинаций, этот вопрос тоже будет со временем решаться. По крайней мере, давно речь идет о том, что ЕГЭ не должен быть единственной формой оценки учащихся, он будет сопровождаться другими формами оценивания, как то сочинение, портфолио, будет обогащаться устной частью в гуманитарных дисциплинах. Мне кажется, в идеале экзамен должен быть какой-то исследовательской, творческой работой, но когда мы к этому придем - пока еще не очень ясно.
Тамара Ляленкова: Насколько я понимаю, значительная часть детей не очень способна к исследовательской работе, многие не любят делать проекты, это не их путь. Как вы говорите, ЕГЭ начинает обрастать, как снежный ком.
Наталья Чеботарь: Есть мнение Исаака Фрумина по поводу того, что странно вводить портфолио, если вся система не предполагает пока проектов, проекты только начались. Многие учителя также не понимают, что такое проекты, потому что они никогда не занимались проектной деятельностью в том смысле, в котором ей занимаются люди, выходя на работу, например. Это вопрос про планирование времени, подготовку к проекту... Проект же может быть не только научным, это может быть слоган для школы, может быть исследовательская деятельность. С другой стороны, портфолио - это возможность показать свои навыки, которые школа не учитывает. Ты можешь пойти на факультет управления, и управленцы могут не все знать математику, но быть прекрасными руководителями, договариваться и сплачивать команды. И то, что вузам важно знать о ребенке, пока вузам нет возможности как-то показать.
Тамара Ляленкова: Ну, вузы имеют возможность устраивать вступительные собеседования, и на этом уровне можно показать себя. Как вы, Исмаил, относитесь к портфолио?
Исмаил Нигматуллин: Если говорить о проектах, проектная исследовательская работа является сейчас, если говорить о новых стандартах, обязательной частью образовательной программы. И когда ребенок составляет свой индивидуальный учебный план, это уже его обязательный элемент. Какие именно проекты, по каким темам, по каким предметам - это уже его решение, но это необходимый элемент. Мы сейчас и в 5-6-х классах реализуем новые стандарты, тоже опираемся на проектно-исследовательскую деятельность, и каждый ребенок над своим проектом под руководством учителя работает. У них есть два часа в учебных планах в течение полугода, и есть учителя с группами в 7-8 человек, которые работают над проектами. И в портфолио ничего плохого нет, потому что новые стандарты предполагают не только предметные результаты, но и личностные, и метапредметные. И если ребенок сам работает над портфолио, он приобретает многие компетентности, которые этими стандартами приписываются, они будут необходимы ему в дальнейшей жизни. Но если это будет делать учитель, это портфолио за всех учеников, наверное, это неправильно. Если будет какая-то возможность в электронном виде это делать, систематизировать свои достижения ребенку, это, наверное, хорошо.
Как учитывать это при поступлении и выпуске из школы - это другой вопрос. Мне кажется, у каждой школы есть возможность выстраивать свою систему оценивания, и она может эти вещи включать. У нас в Калининграде 28-я школа в свою систему оценивания уже включает внеучебную деятельность. У них накопительная система баллов, ученик может 400 баллов по предметам заработать в течение учебного года, из них 100 баллов - то что можно вне уроков сделать, олимпиады, конференции, проекты, конкурсы различные, и так далее. И хорошо, если учитываются все эти достижения в целом. Как они учитываются - дело каждой школы. Как они учитываются при поступлении - это дело вузов. Сейчас много вузовских олимпиад, всероссийские олимпиады школьников. Говорить, что это обязательный элемент, мне кажется, неправильно. Нужно менять содержание и подходы к формированию заданий, чтобы не только мерить знания, но и все компетентности, коммуникативные, информационные и прочие, но портфолио в таком вольном режиме, наверное, сделать унифицированным невозможно, чтобы сохранить объективность при зачислении в вузы.
Тамара Ляленкова : В связи с тем, что вузы теперь имеют право выдвигать свои требования по количеству ЕГЭ разных предметов, вы заметили, ребята стали прилежнее учиться по каким-то другим предметам? Ведь в свое время введение ЕГЭ простимулировало результаты.
Исмаил Нигматуллин: Не могу сказать про всех учеников, но в целом ребята, как правило, выбирают более широкий круг предметов, чем они планируют сдавать на конкретные специальности. И тогда человек знает, что на эти предметы нужно сосредоточить свои усилия, и от достигнутого результата будут зависеть его будущее в смысле поступления и дальнейшей учебы.
Тамара Ляленкова: Татьяна Николаевна, а как вы относитесь к тому, что меняется все время ЕГЭ?
Татьяна Леонтьева: Конечно, экзамены должны совершенствоваться, нужно работать над ЕГЭ и над ГИА, над текстовой части. И цитат не так много, ограничен фонд цитат. Надо выбирать то, что подходит, нельзя давать очень общие темы. Мне кажется, здесь много работы по совершенствованию экзамена внутри его самого. А проектная деятельность и портфолио - мне кажется, это должно быть отдельно. В нашем центре "Большая перемена" почти все дети - самоучки, у них есть собственные изобретения, и для них важно найти свой путь, выбрать профессию, они совершенно к этому не готовы. Они находят сферу интересов, выбирают тему и делают доклады, сообщения по теме. И пока они все это делают, они понимают, нужно им это или нет, есть ли у них к этому интерес. И часто они меняют тему, понимаю, что им это неинтересно.
Тамара Ляленкова: И в этом году, когда уже все привыкли к ЕГЭ, все было максимально открыто и честно, никто не боялся, учителя и школьники, тем не менее, это дало толчок к важным изменениям.
