He is accused of committing a crime under part 2 of article 201 of the Criminal Code (abuse of authority, resulting in serious consequences).
"According to the investigation, from March 15 to December 15, 2012, Germanovich both independently and through the employees subordinate to him to pay under fictitious contracts for the provision of the services and acts of the work performed. In January 2013, Kommersant reported on the completion of a pre -investigation audit against the former and current leaders of Oporonstroy and GUOV. As it became known to the publication, during the audit, investigators found that a number of commercial companies have concluded fictitious contracts with subcholdings and subsidiaries OJSC OPENSService for some consulting services. Although no real works under contracts were carried out, the structure of Oboronservice was paid to partner companies several tens of million rubles. Those, in turn, were cashed out and handed over to Anna Kazina, an assistant to the head of the Department of Property Relations of the Ministry of Defense Evgenia Vasilieva. Part of this money then went to the salary of personal cooks, cleaners and other service personnel Vasilyeva.
According to the same scheme, as the investigation established, money was allocated to pay for full -time employees and heads of the Center for Legal Support "Expert" and some other structures. On November 6, 2012, immediately after the resignation of the Minister of Defense Anatoly Serdyukov, Germanovich allegedly instructed subordinates to terminate all the contracts that could arouse suspicions of law enforcement agencies. However, as Kommersant reported, investigators and operatives have already established more than 100 people who entered into such contracts.
