
The Central Bank of Russia sent a letter to the heads of VISA and MasterCard international payment systems, in which he proposed a partnership based on the National Payment Card System (NSPK) so as not to pay a security fee. It is reported by RBC .
It is not enough to accommodate processing in Russia to be recognized by a national operator and get rid of a large security contribution, which, according to the new rules, will need to be deposited on a special account in the Central Bank, the regulator explains. However, representatives of companies do not yet see how they can become partners of the still non -existing system.
“So far we do not see the NSPK created, it will be possible to consider the possibility of interacting with the system only after the regulator solves all organizational and technical issues,” the agency quotes the head of the VISA government agencies Dmitry Vishnyakov.
The director of interaction with the state authorities of MasterCard Alexei Malinovsky adheres to the same position: so far there is only OJSC, but there is no system and mechanism of interaction.
Now Visa and MasterCard are chosen by Russian companies, in partnership with which they will manage the operating and payment center in Russia. The main applicants for this role are called the company "Universal Electronic Card" and "Golden Crown". The technological base of the same operators will most likely be used for the work of the NSPK, which the Central Bank established on June 19.
Payment systems that are not recognized as socially or systematically significant, from October 31, will have to pay a security fee to the Central Bank. According to Morgan Stanley for MasterCard and Visa, it will amount to about $ 2.9 billion.
