The regional prosecutor's office made a submission to the Minister of Construction and Housing and Communal Services of the Saratov Region, Dmitry Tepin. As the supervisory agency found out, for two years the ministry ignored the requirements of the law to notify veterans included in the list of those in need of improved housing conditions.

The regional prosecutor's office began the investigation after an appeal from a resident of Saratov in the interests of a veteran of the Great Patriotic War. It turned out that the veteran was recognized as in need of improved housing conditions, and in 2012, his representative submitted an application to the Ministry of Construction to choose the form of providing social support measures - the provision of living quarters under a social rental agreement from the state housing stock of the region. “In accordance with the legislation, the Ministry of Construction and Housing and Communal Services of the Saratov Region annually, before February 20, forms and approves a consolidated list of Great Patriotic War veterans in need of improved housing conditions in the Saratov Region. The legislation provides that the authorized body of the region, within 15 days after approval of the consolidated list or amendments to it, notifies citizens in writing about inclusion in the consolidated list and the right to choose the form of providing social support measures for the provision of residential premises in the form in accordance with Appendix 2 to this Law,” - explains the prosecutor's office.

However, in violation of this legal requirement, when the veteran was included in the consolidated list for 2013, the Ministry of Construction was not notified to him. Similar violations were committed by the regional Ministry of Construction and Housing and Communal Services when forming the consolidated list for 2014. Based on these facts, the regional prosecutor's office submitted a presentation to the regional minister of construction and housing and communal services.
