The elections will take place in 33 regions, so every fifth of the 170 senators could potentially be replaced. However, such a radical renovation of the chamber, apparently, can be avoided.
In the Federation Council, according to the Constitution, each region is represented by two members. One is sent to the upper house of parliament by the regional executive, the other by the legislative branch. In 2012, another reform of the Federation Council was carried out. Now only a deputy of the local legislative assembly can become a representative of the legislative branch of the region. With a candidate from the executive branch it is more difficult.
With the return of the practice of gubernatorial elections, it was decided to introduce an element of election into the Federation Council. Now each gubernatorial candidate goes to the polls with a list of three people whom he is ready to entrust with the right to represent the region’s executive power in the federal parliament. After victory, he, accordingly, chooses the most worthy and sends him to the Federation Council.
Under current law, a candidate for senator must either have lived continuously for five years in the region he intends to represent in the upper house of the federal parliament, or have lived there for at least 20 years in total. Exceptions are made either for current senators and deputies, or for security officials who have worked in the relevant region for up to five years.
Since the law obliges the governor to send one of three predetermined candidates to Moscow after winning the election, the inclusion of names on the list must be treated very carefully.

Sobyanin’s list included Alexander Galushka, Lyudmila Shvetsova and Vladimir Dolgikh. It is unlikely that the former head of Komi Vladimir Torlopov should worry either - he was sent to the Federation Council in 2010 by Vyacheslav Gaizer, who is now running for the post of governor of the republic. The list of candidates for the post of representative of the government of the Lipetsk region in the Federation Council from Oleg Korolev also includes the current senator, former head of the legal department of the FSB, Anatoly Lyskov.
Alexey Gordeev, the governor of the Voronezh region, who resigned to participate in the early elections, also has current senator Gennady Makin on his list of candidates. A candidate for senator is also State Duma deputy, former head of the Federal Social Insurance Fund Galina Karelova - although she does not live in the Voronezh region, she is legally recognized as a current parliamentarian.
Vyacheslav Shtyrov Yakutia is also not preparing any surprises: the three candidates include the current vice-speaker, ex-president of the republic Vyacheslav Shtyrov, the former minister of economy of the region, now the head of the Yakutia airline Olga Fedorova and deputy of the local parliament Alexander Dudnikov. Previously, there were rumors that the seat in the Federation Council would be given to the rightful Russian Fedot Tumusov, who could have become the main competitor of the current head of the republic Yegor Borisov, but withdrew from the elections. According to Kommersant, the failed competitor will not represent Yakutia in the federal parliament.
However, in some regions the intrigue still remains. Thus, the position of representative of the executive branch of the Chelyabinsk region is now vacant - regional Minister of Economic Development Elena Murzina, Deputy Prime Minister of the regional government for social policy Irina Gekht and Deputy Minister of Social Relations Tatyana Ilyina are vying for it.
In other regions, a seat in the Federation Council has already been promised as part of public agreements. Thus, the acting governor of the Primorsky Territory promised to send State Duma deputy from A Just Russia Svetlana Goryacheva to Moscow in exchange for support for the party.
The governor of the Oryol region, communist Vadim Potomsky, promised in exchange for support to give all three places on his list to United Russia. The speaker of the regional parliament, the leader of the United Russia branch in the region, Leonid Muzalevsky, has already named the likely candidates: this is the director of the Oryol Lyceum No. 22 Tatyana Shvetsova, the chief doctor of the children's clinical hospital Vladimir Krugly, as well as the head co-chairman of the regional branch of the ONF Irina Safonova.
