Thirteen years ago, instead of Rema Vyakhirev, Gazprom was headed by Alexei Miller. Then the company announced one of its tasks to the struggle against family life. Years later, through companies associated with relatives of its top managers, no less money of the concern passes than before, Vedomosti found out.
For what the current leadership of Gazprom fought, when in the early 2000s the assets and Gazprom's contracts from the relatives of the former chiefs of the concern Rem Vyakhirev and Viktor Chernomyrdin were selected, one of the former Gazprom top managers asks the question. “This was called the“ fight against the legacy ”of Vyakhirev. 13 years have passed - the “legacy” defeated everyone. Again, relatives and acquaintances in the Gazprom business, but this is already a relative of the current leaders. ”
Indeed, in November 2001, having handed the Order “For Merit to the Fatherland” of the IV degree in the New Urengoy Vottstavka to Votstvavka, Russian President Vladimir Putin immediately after the ceremony began to instruct the replacement of Alexei Miller how to deal with the Vyakhirevsky heritage: the main thing is to make sure that nothing was stolen.
“Putin understood what importance to his power“ Gazprom ”has, he wanted to control him, rid him of all superfluous and strengthen. He was annoyed by the “Vyakhirev collective farms”, non -market prices for exported gas and incomprehensible intermediaries and contractors, ”recalls one of the former leaders of Gazprom. The children of Vyakhirev and Chernomyrdin were co -owners of the Gazprom Monopoly Construction Controller, Stroytransgaz, and Yuri's son, Yuri, headed the export “Daughter” of Gazprom - Gazaquport.
They entrusted Miller to put things in order. “Miller worked as deputy Vladimir Putin in the Committee on External Relations of the St. Petersburg City Hall, they are well acquainted and close in spirit. Miller never concentrated his attention, simply did his job, ”Miller's acquaintance shares his opinion.
What happened? Contractors and intermediaries of Gazprom, related to the relatives of its top managers, were not less. The cash flow passing through the companies of these relatives did not decrease.
In 2001-2002 At the invitation of Miller, Elena Kasyan came to Gazprom, who is now holding the post of head of the company's personnel management department, and Andrei Kruglov, now the deputy chairman of the board, the head of the financial and economic department. In 2004, Kruglov became the main financier of Gazprom. He is considered one of Miller's trusted people. Once upon a time they were introduced by Matthias Varnig, a former agent of the East German State Security Service "Stasi" and a longtime friend of Putin. Varnig in the early 1990s worked in the Dresdner Bank and created in Russia a joint venture Dresdner and Bank National De Paris (BNP-Dresden Bank), where Kruglov began working as an inspector of the management of international operations in 1994. In 1995, he left the chief specialist in the external relations of the St. Petersburg City Hall, having managed to completely short Work under the authorities of the then head of Putin.
Kasyan is called Miller's cousin, and Kruglova - his relative along the wife’s line, heard two man close to Gazprom. Miller refutes this: "It's just nonsense."
Having become a member of Gazprom’s board in 2002, Kruglov in 2004 headed the Board of Directors of Centrenergogaz, Gazprom’s daughters, which is responsible for the overhaul and reconstruction of its facilities. Then his general director also changed - this position was taken by the St. Petersburg banker Dmitry Dev, co -owner of Sevzapinvestprombank. People close to him say that the banker and the financier Kruglov have long known each other.
In 2002-2003 Gazprom has a new construction contractor - a production company VIS (PF VIS), registered in Gatchina. She began to perform work for Astrakhangazprom and Orenburggazprom. And at the end of the summer of 2004, she received a major contract for the reconstruction of the Orenburg helium plant. Since that time, Gazprom enterprises became the main customers of the VIS PF. Thanks to cooperation with the gas corporation, a small company has turned into one of the largest Russian engineering and construction groups. Its revenue increased by more than 1000 times. According to the company, if in 2003 this indicator amounted to only 20 million rubles, then in 2013 it exceeded 25 billion rubles. The company's net profit last year amounted to 568 million rubles, the order portfolio until 2020 exceeds 150 billion rubles.
Such a result puts it in fifth place among the largest infrastructure builders in Russia - after Mostotrest, Inzhtransstroy Corporation, Mostovik NPO and Arks Corporation. But all these companies were injured due to the crisis in the industry: the “bridge” is bankrupt, “Ingtransstroy” is liquidated, Mostovik’s employees and Arks complain about the reduction of profits due to the completion of large projects and a general reduction in profitability. But the PF VIS in the presentation on its website reports that its revenue and portfolio of orders are only growing.
Now the group unites 10 construction and engineering companies in which 2000 people work, it is written in its presentation. The largest projects that the company carried out for Gazprom is the reconstruction of the Orenburg gas processing plant, the construction of the Novourengoy gas chemical complex, the reconstruction of compressor stations and administrative complexes.
However, only the contracts of Gazprom and its companies are no longer limited to the interests of the PF VIS. She also built infrastructure facilities for the Winter Olympiad in Sochi, performed work for OJSC “System Operator of the EEC”, modernized the Kirish and Ryazan Diases, and also landscaped the embankments in Astrakhan and Yaroslavl. However, Gazprom was also an investor in the improvement of embankments.
Even the VIS PF is noteworthy in that it is one of the few Gazprom contractors, on the loans of which it is entrusted. In 2010, when the VIS PF helped Gazprom build a ski complex in Sochi, it received a guarantee for a VTB loan for 16 billion rubles. And in 2012 and at the end of 2013 - by 2.507 billion and 8.164 billion rubles. Accordingly, to provide a credit line from Sberbank. Funds needed the construction of industrial facilities for Gazprom. Moreover, if earlier Gazprom was also entrusted for other companies, for example, on a credit line of a tube trader belonging to Arkady Rotenberg, then in the reports of the IFRS Monopoly for 2012-2013. other recipients of this kind of support, except for the PF VIS, are not indicated.
The beneficiaries of the PF VIS "Vedomosti" failed to find out. The company belongs to three offshore companies from the British Virgin Islands and the company from Switzerland. Their owners are not revealed. But the Board of Directors of the VIS PF includes three partners in Deva on Sevzapinvestprombank - Igor Snegurov, Alexander Zamyatin and Peter Ilyin. And the Director General of the VIS PF Sergey Palkin is the son of the first deputy general director of Centrenergogaz Sergey Palkin. Palkin Sr. also became the first deputy of Duev in the Gazprom Centermont Holding Company, which organizes maintenance and repair of Gazprom facilities.
From granddaughter - brother
In February 2014, Gazprom, Gazprom Gas Distribution, sold 12.5% of the Rossiya Bank, the main owner of which is the long -standing acquaintance of Putin Yuri Kovalchuk. Buyers were two Moscow companies-Overpas-Invest and Obron Istit. The first went to 5.396%, the second - 7.086%. Obron Istit is controlled by 30-year-old Petersburger Ivan Mironov. He also owns 1% in Overpas-Invest, 99% of this company is owned by his acquaintance-32-year-old Tatyana Svitova.
Svitova is the daughter of Elena Svitova Elena Svitova, the senior vice president of the Russian Bank. And Mironov is a half -brother of a member of Gazprom's reign Kirill Seleznev. Seleznev confirmed to Vedomosti that Mironov was his consolidated brother. He also said that he has been familiar with Miller for more than 13 years. In fact, acquaintance at least 15 years. Seleznev and Miller worked together in the seaport of St. Petersburg (Miller left there in 1999) and in the Baltic Pipeline System. Seleznev came to Gazprom in 2001 at the age of 27 to the post of deputy head of the board of the board - assistant Miller. The acquaintance of Gazprom’s reproduction says that he is very appreciated by Seleznev. A few years ago, he spoke about his subordinate as a talented employee with a big future, says the interlocutor of Vedomosti.
Neither Seleznev nor the representative of the Bank "Russia" called the amount of the transaction. In February 2014, before American sanctions against Russia, 12% of its shares could cost about 3.5 billion rubles. True, the real price of the transaction could depend on its conditions and interests of the parties: “The seller is in the early sale, the buyer is in entering the bank's co -owners club.” Now Mironov and Svitov have become the largest co -owners of the Bank "Russia" after the structures of Kovalchuk.
Where could Mironov and Svitov take money for such a purchase? Mironov works as the deputy general director of the St. Petersburg company Expoforum-Internshnl, managing the LenExpo exhibition complex, in which the St. Petersburg International Economic Forum takes place. And the companies associated with it are considered co -owners of companies that provide services to Gazprom enterprises. The total revenue of these companies is about 100 billion rubles. (Hereinafter, Data SPARK).
However, two former Gazprom top managers believe that the possession of a 12%package in Putin's Friends Bank is not at all the level of the Brother of the Board of Gazprom and not even the level of a member of the board. “Theoretically, such a purchase can correspond only to the level of a long -standing Putin, who has earned the right to enter the close circle of the president, that is, Miller himself,” Gazprom shares his opinion.
The execution of assets on the proxy is a very subtle moment, experts say. Usually there is a practice that this person writes a will - to whom should an asset go in case of death. True, such a will can be rewritten at any time and no one will know about it. This means that theoretically, such relationships can arise only with conceptual agreements and complete trust.
For the structure of Gazprom, the package at the Rossiya bank was non -core and “a decision was made to sell the bank’s shares at market value in compliance with all competitive procedures,” Seleznev himself told Vedomosti. And he added that he did not know anything about his brother’s business.
"So what? I have a business, and in it the shareholders are my children and acquaintances. Well, I had to call strangers in my business? " -Vyakhirev’s friend and former member of the Board of Directors of Gazprom Arngolt Becker in September 2001, since the mid-1990s, was perplexedly asked by the President and the actual owner of Stroytransgaz, which annually performed work for $ 1-1.5 billion, while 80% of them were for Gazprom. In 2001, Becker estimated Stroytransgaz at $ 2 billion, plus the company at that time had a stake in Gazprom (5.94%), which then cost about 32 billion rubles.
In addition to Bekker’s children - Natalia and Erna - among the co -owners of Stroytransgaz were the daughter of Vyakhireva Tatyana Dedikova and the son of Chernomyrdina Vitaliy.
Children of Gazprom top managers not only owned attractive assets, but also worked in the concern. For example, the son of Vyakhirev Yuri, from January 1999 to February 2002, headed GAZEKSport - the foreign economic enterprise Gazprom, which was responsible for the export of gas.
In 2001, a new team of managers led by Miller came to Gazprom. And the next year, the children of Vyakhirev and Chernomyrdin ceased to own the Stroytransgaz blockpack, their share was blurred. Then it was bought by entrepreneur Alisher Usmanov in the interests of Gazprom himself. In December 2002, Gazprom's Stroytransgaza, which belonged to the Stroytransgaz, were returned to the concern. Now the company is controlled by Putin’s acquaintances, the co -owner of Novateka and the former co -owner of the Gunvor oil industry, Gennadius Timchenko.
The consolidated brother of the Gazprom’s board member Kirill Seleznev - Ivan Mironov directly and through the company controlled by him (Cis Strategic Investment Fund on the Kaiman Islands, Terramart Development and Exlaribo Holdings in Cyprus) A co -owner of seven companies that provided Gazprom and its enterprises a wide range of services - from reconstruction and overhaul to transportation of pipes and fuel trade. Their turnover over the years exceeded 100 billion rubles. Here are the largest of these companies.
Alfa-Trade TD (registered in 2010 in Rostov-on-Don) is managed by the Gazprom gas station network. His revenue in 2010-2012 exceeded 98 billion rubles.
Gazenergoservis LLC is engaged in reconstruction, technical re -equipment, overhaul and maintenance of oil and gas facilities. “The main amount of orders falls on the subsidiaries of Gazprom,” the company’s website says. In 2010-2012 The revenue of Gazenergoservis amounted to 30.24 billion rubles.
Specialergotrans was an operator of pipes transporting for Gazprom by rail. Special Energotrans was one of two companies that received a direct contract with Gazprom - Gazpromtrans general forwarder, created in 2010. At that time, the revenue of Special Energotrans amounted to 1.4 billion rubles. At the beginning of 2011, more than 63% of Special Energotrans bought Stroygazonsalting, which then belonged to Ziyad Manasir. Manasir does not comment on who and for how much the company was purchased.
