The day before, it became known that the Ukrainian Ombudsman Valery Lutkovskaya sent an open letter to the first deputy director of the FSB, head of the border service of Russia Vladimir Kulishov. She asked that Russian border guards would not allow the import of Ukrainian orphans to Russia , expelled from the east of Ukraine, the DPR terrorists.

As Lutkovskaya wrote, on June 25, the director of the Maryinsky and Ambrosievsky boarding schools, as well as boarding school No. 1, in the regional center, received an order from terrorists, prohibiting the exporting children somewhere outside the region except the territory of Russia. The directors were also ordered to prepare a package of documents necessary for children to cross the border, including medical records and notarized consent of legal representatives - that is, the directors themselves.

The pupils of the Ambrosievsky boarding school, according to the Ombudsman, managed to take it to a safe place. Meanwhile, on July 11, terrorists broke into the Maryinsky boarding school, where 54 children were located, and under the threat of execution forced the director to agree to export children to Russia.

Children and director were taken to the Donetsk boarding school No. 1, where 93 children were already there. All day on July 12, the directors were pressure. As a result, the director of the Donetsk boarding school was hospitalized.

On the Russian side, Pavel Astakhov, Commissioner for Child Rights, reacted to the letter of Lutkovskaya. In his Instagram, he turned to the President of Ukraine Petro Poroshenko, urging him to "stop destroying his people" and "not to take away the opportunity to escape from the territory of Russia from orphans." "Orphans should not be hostages of your military and political ambitions!" - wrote Astakhov.
